You will serve as Chief, Technical Services Division (TPM-22), Office of Capital Project Management (TPM-20) in the Office of Program Management (TPM). Drawing on broad experiences in design, engineering and construction of capital projects, the incumbent is directly responsible for managing FTA’s Project Management Oversight (PMO) Program, which is a consortium of contractors who support FTA with its oversight of major transit capital projects.

Qualifications:

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the education and specialized experience requirements.

To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:

  • Experience leading and managing professionals including developing strategic vision and work plans, reviewing staff’s technical work products, assessing job performance, developing staff, and building consensus.
  • Experience managing or administering multi-million-dollar professional services contracts including preparing statements of work and independent cost estimates, evaluating technical proposals, and monitoring and evaluating contractors’ performance.
  • Experience performing program analysis and business process improvements while resolving unexpected obstacles that may impact work programs and deliverables.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Contracting: Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Oral and written communication: Expresses information orally and in writing to individuals or groups effectively, taking into account the audience and nature of the information makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The Supervisory General Engineer:

  • Manages TPM-22 division processes by working in collaboration with staff and colleagues to ensure that tasks are completed timely and accurately, that effective working relationships among division and office members and with management are maintained, and that division priorities and goals, needs, and achievements are coordinated with management.
  • Participates with headquarters and regional offices in the review of Project Management Oversight Contractors (PMOCs) contract, task order, and implementation plan proposals for oversight of major capital projects. Serves as the technical lead for new PMOC acquisitions in support of the Office of Procurement.
  • Ensures the provision of relevant technical assistance and guidance to FTA headquarters and regional offices, grantees and the general transit community – guidance that addresses federal Buy America and Real Estate/Uniform Act compliance and similar issues including useful life waivers.

The ideal candidate is a leader with broad knowledge of engineering and program/project management concepts, principles, and methods as they apply to transit system design, development, construction, and operation. They will have knowledge of and ability to develop and implement agency programs policies, regulations, goals, and objectives.
