What are the responsibilities and job description for the Transportation Specialist - DIRECT HIRE position at DOT, FEDERAL HIGHWAY ADMINISTRATION?
This position is in the Office of Policy and Governmental Affairs, within the Office of Legislative Affairs and Policy Communications (HPLS). You will serve as a senior member of the Policy Communications Team, responsible for preparing briefing information and technical products for executive-level leadership within DOT and FHWA. The work is often confidential and complex, requiring coordination across Headquarters and Field offices, to synthesize technical and programmatic information.
Qualifications:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
- Experience navigating legislative and executive processes to advance transportation policies and programs at the national, state or local levels.
- Experience communicating national transportation policy and programs orally and in writing to senior leadership.
- Experience managing fast-paced requests in a team environment.
To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
- Experience developing and working with national transportation policies and programs.
- Experience communicating programmatic and policy issues, orally and in writing, to executive leadership.
- Experience managing fast-paced requests in a team environment.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Oral/Written Communication - Skill in oral and written communications at the senior executive level
- Transportation - Knowledge of and experience with transportation issues and USDOT.
- Partnering - Experience working in a fast-paced, team-oriented environment, sometimes with changing conditions, to meet time-sensitive
deadlines.

Responsibilities:
As a Transportation Specialist, you will:
- Review or draft policy products pertaining to the implementation of policy, legislative programs, and other authorities.
- Orally brief executive leadership on the content of written or other prepared materials in preparation of meetings and events.
- Work in a fast-paced, team-oriented work environment to produce high-quality work and meet time sensitive deadlines set by
USDOT and FHWA leadership. - Collaborate with Congressional staff, other levels of government, non-profit, and other industry stakeholders, as needed.
The ideal candidate is a senior-level professional with strong writing and communication skills, political and organizational savvy, and a customer-service orientation who can work comfortably and capably in a fast-paced, flexible, and team-oriented work environment. The ideal candidate is familiar with the Federal-aid highway program and transportation stakeholders and can effectively communicate Agency policy, programs, and stakeholder interests to executive leadership.
Salary : $121,785
