JOB SUMMARY 

The purpose of the class is to assist in planning and supervising the operations of the ITS Department and manage security risks by recommending/implementing policies, hardware, and software to protect organizational data/processing. This position will manage the network administrators who configure, support, and install the organizations servers, switches, virtualization, and other key components. This class works within broad policy and organizational guidelines, does independent planning and implementation, and reports progress of major activities through periodic conferences and meetings.ESSENTIAL JOB FUNCTIONS

Assists the CIO in planning, organizing and directing the programs and activities of the IT Department; ensures compliance with all applicable policies, procedures, laws and regulations.  

Supervises Network Administrators and assists in supervising support staff.  Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate. 

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers training, advice and assistance as needed.  

Performs duties of the CIO as necessary in his/her absence.  

Establishes and maintains a system for ensuring that security and privacy policies are met. Recommends and implements changes in security policies and practices in accordance with changes in local or federal law. 

Performs or assists subordinates with assigned duties; investigates and corrects technical errors.  

Personally, performs the more complex security work including firewall, encryption, and IDPS  

Promotes and oversees strategic security relationships between internal resources and external entities, including the government, vendors, and partner organizations. Serves as SLED LASO and SC CIC Cyber Liaison Officer.  

Review, approve, and audit cloud/hosted services to ensure county data is protected. 

Manage and provide direction to network administrators on best security configuration for Office 365.  

Analyzes existing computer network infrastructure and security infrastructure; recommends improvements to maximize network ensure network security within established budget parameters. 

Monitors server/network logs and security reports. Determines potential threats and reports that to the Chief Information Technology Officer with recommendations on further steps.  

Manages the administration of all computer security systems and software, including firewalls, intrusion detection systems, cryptography systems and anti-virus software.  Defines and communicates corporate plans, procedures, policies, and standards for acquiring, implementing, and operating new security systems, equipment, software and other technologies. 

Manages vulnerability assessments and scans of the network and computer systems and makes recommendations on getting systems at risk up to standard. Performs penetration testing against the network and computer systems. Assess and communicates security risks associated with any and all purchases or practices performed by the county. Implements and manages the security tools and software that monitor and protect the network and computer systems. 

Assists with the design and implementation of disaster recovery and business continuity plans, procedures, audits, and enhancements. Ensures the facilities, premises, and equipment adhere to all applicable laws and regulations. 

Initiates, facilitates, and promotes activities to create information security awareness within the organization. Trains and educates employees on best security practices and ensure policies and procedures are followed. Develops network security procedures and policies. 

Researches and obtains quotes from vendors for security hardware, software, and peripherals. 

Reports status of assigned projects to the Chief Information Technology Officer through written reports and meetings. 

Performs forensic analysis and investigations of compromised or potentially compromised systems in coordination with vendors and cyber insurance.  

Assists with incident handling and remediation of events.  

Performs system audits to ensure proper design implementation.  

Reviews and helps ensure compliance with applicable governing policies such as CJIS, IRS Pub1075, and PCI.  

Assists or develops new network systems according to all policies, regulations, standards and practices. 

Trains, provides leadership to, and assists department staff in assigned duties. 

Assists in coordinating department activities and functions with those of other County divisions, departments and outside agencies as appropriate. 

Provides professional and effective customer service and user support, both during and after regular working hours. 

Receives and responds to employee inquiries, concerns and complaints regarding areas of responsibility. 

Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, answering the telephone, etc. 

Attends department, committee, and other meetings as necessary. 

Attends training, meetings, workshops, conferences, etc., to enhance job knowledge and skills. 

Performs other related job duties as assigned.  QUALIFICATIONS 

Education and Experience:

Bachelor degree in computer science, network security, or closely related field; or equivalent combination of education, certifications, and training. 

Requires at least five (5) years of related work experience including management experience.Special Qualifications: 

GSEC, CISSP, CASP , or equivalent certification  

Criminal Justice Information System Security and Awareness certification.   

Valid South Carolina driver’s license.  

Certificates in computer forensics, incident handling or response preferred.

 Position Type and Expected Hours of Work 

This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m.  Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.

Salary : $98,846 - $108,731
