The purpose of this class is to perform a variety of complex technical, administrative and supervisory work in the planning, support, development, installation and maintenance of information technology (IT) systems for the County. The class is accountable for directing the information and data integrity of the County including data centers, technical service centers, production scheduling functions, help desks, communication networks (voice and data), computer program development and computer systems operations.? This class works under the general direction of the Deputy Administrator for Finance and Administration.ESSENTIAL JOB FUNCTIONS
Provides leadership and managerial guidance to the Information Technology Department staff responsible for desktop support, network operations and business systems; provides professional guidance to personnel supporting geographic information systems (GIS) to ensure uniformity across the operation.
Supervises assigned staff. Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; hiring, training, counseling and disciplining employees; allocating personnel; acting on employee problems; recommending and approving employee discipline; and recommending and approving discharge as appropriate.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; and offers advice and assistance as needed.
Provides for the adequate training and development of department staff.
Plans, coordinates and manages the daily activities of the Information Technology Department.
Develops short-range and long-range department goals and objectives; conducts continuous review and analysis of programs and technologies; creates and updates strategic goals and objectives that further the mission of the department; and ensures sustainable growth in a rapidly changing field.
Oversees the development and administration of the annual departmental budget; reviews and approves purchases and expenditures; and coordinates with purchasing staff in the development of request for proposals (RFP) and other related documents for the purpose of procuring business systems, hardware, and goods/services for other departmental projects. ?
Develops and implements department policies and procedures for the efficient and effective management of information technology systems.
Outlines system, database and security requirements for information technology systems.
Administers building access where applicable using technology.
Determines overall goals and objectives of the department; develops and oversees the implementation of the County's technology plan.
Stays current with latest technologies by constantly conducting research and development; anticipates customer needs and implements effective information technology solutions for the County; and attends technical conferences, advisory councils, meets with other bodies of government to identify trends in the technology industry.
Administers IT projects and initiatives; provides project management on system implementations; and designs or assists with the design of additions and/or improvements to the computing infrastructure, including wide area and local area networks.
Monitors work in progress for compliance with policies, procedures and standards of quality and safety; ensures projects are completed in a timely manner.
Coordinates department activities and functions with those of other County divisions, departments and outside agencies as appropriate; communicates with County staff to determine information technology requirements.
Assists departments in budgeting for technology systems maintenance and implementation.
Prepares an assortment of IT studies, reports and related information for decision-making purposes.?
Researches, reviews and approves computer hardware and software purchases to ensure compatibility with existing County policies and systems; prepares and manages contracts with vendors and service providers.
Ensures the provision of professional and effective customer service and user support, both during and after regular working hours.
Oversees system upgrades.
Receives and responds to employee inquiries, concerns and complaints regarding information technology policies, procedures and department services.
Performs general administrative/clerical work as required including, but not limited to, preparing reports and correspondence, entering and retrieving computer data, reviewing mail and literature, copying and filing documents, etc.
Attends department, committee and other meetings as necessary.
Attends training, seminars and conferences; conducts research to stay abreast of trends and resources in information technology management.
Performs other related job duties as assigned. Education and Experience:
Bachelor's degree in computer science, network engineering or closely related field or equivalent
education and training
Requires at least eight (8) years of related work experience including management experience.
Special Qualifications:
The following certifications are preferred: Microsoft Certified Solutions Expert (MCSE); Cisco Certified
Network Professional (CCNP); or any variation of Computing Technology Industry Association (CompTIA)
professional or specialty certifications.
Must receive adequate Criminal Justice Information Services (CJIS) security clearance immediately upon

This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hour each week to maintain full-time status. Employees must be available to work evenings, weekends and holidays during emergencies or as requested.
