What are the responsibilities and job description for the Contracted Position - AODA Counselor position at Door County Health and Human Services?

This is an independent contracted provider position. The Substance Use Disorder (SUD) Counselor/Co-occurring therapist reports directly to the Behavioral Health Clinical Supervisor and is responsible for conducting effective and professional direct service counseling/support groups for the county’s alcohol and drug affected youth and adult population. Provides community education services as requested by supervisory staff. Responsible for providing truthful and accurate written and verbal communications.

Essential Duties & Responsibilities

1. Provide screening, intake, orientation, assessment, diagnosis, and treatment recommendations for SUD population.

2. Provide direct service therapy to SUD clients and their families. This may include individual, group, couples and family therapy.

3. Facilitate Outpatient Program groups.

4. Develop and maintain timely and accurate case records of assessment, treatment and current status/condition Incompliance with DHS Chapter 75 requirements and agency standards.

5. Identify and assess specific needs of clients and make recommendations for appropriate services, i.e., inpatient treatment, special living arrangements, etc. Make arrangements, monitor all placements and provide aftercare planning and aftercare services.

6. Work collaboratively with DCHHS staff, treatment team members, community providers and other relevant agencies to coordinate care

7. Provide consultation to community regarding SUD issues.

8. Provide SUD educational information to community groups and individuals, as needed.

9. Provide recovery services to individuals enrolled in CCS.

10. Conduct urinalysis screenings with clients as needed.

11. Assist in developing and providing ancillary groups or special services to other community programs relative to special needs populations, i.e., youth, elderly, FAE/FAS, women, minorities and others as deemed necessary.

12. Provide truthful and accurate written and verbal communications.

Crisis Management: Conducts immediate assessments and determines risk levels and appropriate interventions in high-stress situations.

Communication: Clearly documents clinical actions and communicates case details across service systems while maintaining confidentiality and professionalism.

Team Collaboration: Works constructively in interdisciplinary teams to coordinate services, align treatment approaches, and support client recovery.

Regulatory Compliance: Demonstrates working knowledge of DHS regulations and applies them consistently in documentation and service delivery.

Technical Proficiency: Utilizes electronic health records and standard software tools effectively for documentation, scheduling, and coordination.

Cultural Competency: Demonstrates sensitivity to and understanding of diverse backgrounds and community needs in behavioral health service provision.

Required Education & Experience

Licensure as a Substance Abuse Counselor - In Training (SAC-IT) Substance Abuse Counselor (SAC) or in the State of Wisconsin. Clinical Substance Abuse Counselor (C-SAC)

Minimum of an associate degree in human services, psychology, social work, or related field.

Valid driver’s license.

Equivalent combinations of education and experience may be considered.

Contracted provider must have an established Limited Liability Company (LLC)

Contracted Provider shall, at its sole cost and expense, maintain a policy or policies of liability insurance (issued by a company or companies licensed to do business in the State of Wisconsin by the Wisconsin Office of the Insurance Commissioner) as follows: Combined single limit: $1,000,000 per occurrence and $2,000,000 annual aggregate. This coverage must be written on an “occurrence” basis and shall cover all risks incident to any activity of Provider under this Agreement.

Successfully complete a Caregiver Background Check.

Preferred Education & Experience

Master degree in social work, psychology, or a related field.

Dual certification or experience in treating co-occurring mental health and substance use disorders.

Knowledge of DHS 75 (Community Substance Use Service Standards); DHS 34 (Crisis Services) and DHS 36 (CCS) standards.

Previous experience working in community-based behavioral health settings.

Physical & Work Environment Requirements

Work is performed primarily in an office setting with regular interaction with the public and team members. The position involves extensive use of computers and phones while seated at a desk for most of the workday. Periodic walking and standing are required, and occasional lifting of materials up to 10 pounds may be necessary. The role may involve travel to nutrition sites or off-site meetings and occasional support for public event setups.
