Utility Business Analyst – Testing Center of Excellence (Hybrid – NYC Only)
Location: New York, NY (Hybrid – 2 days onsite required)

Our client, a major New York–based utility organization, is seeking an experienced Utility Business Analyst to support their Testing Center of Excellence. The ideal candidate has strong requirements analysis skills, hands-on utility systems experience, and the ability to partner closely with QA, Operations, IT, and project leadership.
Key Responsibilities
- Lead requirements gathering sessions with business, IT, QA, and operational stakeholders
- Translate business needs into clear, testable specifications (BRDs, user stories, process flows)
- Support test planning, coverage, and traceability for TCoE governance
- Perform impact analysis for change requests and assess risks, dependencies, and testing scope
- Collaborate with QA during test execution, defect triage, and UAT support
- Drive alignment across cross-functional teams and ensure requirements meet business objectives
- Contribute to process optimization, automation opportunities, and quality improvements
- Support metrics-driven reporting through dashboards and KPI tracking
Required Experience
- 5 years as a Business Analyst or Systems Analyst in enterprise environments
- Experience within the utility domain with at least one:
- Outage Management System (OMS)
- Oracle Utilities Analytics (OUA)
- GIS / ArcGIS
- Advanced Metering Infrastructure (AMI)
- Customer Care & Billing (CC&B)
- Work Management (IBM Maximo)
- Strong background in requirements elicitation, process mapping, workflow documentation
- Hands-on experience with test management tools (Jira, Azure DevOps, ALM)
- SQL proficiency and familiarity with regression, functional, and integration testing
- Experience with Agile and Waterfall methodologies
- Prior exposure to TCoE or Quality Engineering teams
- Understanding of utility regulatory compliance (NERC, PSC, FERC)
Preferred Certifications
- IIBA-CBAP
- IIBA-CCBA
- PMI-PBA

- Experienced in both business analysis and QA collaboration
- Strong communicator who can work across business and technical teams
- Comfortable managing multiple stakeholders and complex requirements
- Utility-industry background (strongly preferred)
- Local to NYC and able to attend onsite meetings/interviews
Pay: $65.00 - $75.00 per hour
Expected hours: 40 per week
