Job Title: Recertification Specialist

Summary/Objective:

Dolphin Property Services (Dolphin) is a rapidly expanding and dynamic property management firm focused on multifamily residential properties, dedicated to providing exceptional customer service and to building communities. With our recent growth, and ongoing expansion plans, we are seeking a Recertification Specialist for an affordable housing property in Bronx, NY.

The Recertification Specialist will work from the on-site management office in Bronx, NY. and review all resident files at the property and apply knowledge of regulatory requirements to ensure compliance standards are met. This position serves as the primary point of contact for administration of compliance tasks, assisting in responding to agency concerns, and providing outreach to residents at the property. Essential function/Responsibilities, duties include but are not limited to the following:

  • Conduct initial, annual, and interim recertifications, including retroactive rent calculations, in accordance with applicable affordable housing regulations, (e.g., Project Based Section 8, 236, Low Income Housing Tax Credits, Mitchell-Lama).
  • Accurately calculate household income, assets, and expenses for all recertification types.
  • Identify and address discrepancies in reported household income, ensuring corrective action aligns with agency guidelines.
  • Prepare and distribute third-party verification forms to support eligibility determinations.
  • Notify residents of upcoming recertification requirements and deadlines.
  • Schedule and conduct interviews for initial, annual, and interim recertifications.
  • Maintain organized and up-to-date resident files and documentation.
  • Collaborate with the legal department to address cases of resident non-compliance.
  • Prepare documentation and respond to agency audits and reviews.
  • Track and report recertification activities.
  • Perform additional related duties as assigned to support compliance, leasing and property management operations.

Requirements:

  • Minimum 2 years affordable housing related experience.
  • High School diploma OR GED;
  • Must have extensive knowledge of Section 8/LIHTC and Mitchell-Lama rules and guidelines.
  • COS or LIHTC certification preferred.
  • Yardi Voyager software experience preferred.
  • Detail-oriented and the ability to operate on a deadline-driven schedule.
  • People skills and superior communication skills.
  • Experience investigating and correcting income discrepancies.
  • Possess strong organizational, analytical, and problem-solving skills.
  • Experience in managing multiple tasks efficiently.
  • Possess excellent verbal and writing skills.
  • Ability to maintain a courteous and professional demeanor at all times.
  • Ability to interact effectively with applicants, tenants and with all levels of staff and management.
  • Proficiency with Microsoft Office Suite, particularly Word, Excel and Outlook
  • Notary Public is preferred.
