Position Summary
The Applications Architect provides enterprise-level architecture, engineering, and operational support for the Florida Department of Health s multi-cloud and hybrid infrastructure environments. This role is responsible for the design, implementation, automation, security, optimization, and life-cycle management of cloud and on-premises platforms supporting the Enterprise Data and Analytics Platform (EDAP).
The Applications Architect works closely with cloud, data, analytics, and development teams to ensure secure, scalable, compliant, and cost-effective technology solutions aligned with Department standards, HIPAA, NIST, and Florida Administrative Code requirements.
Essential Duties and Responsibilities
Architecture & Engineering
- Design, install, configure, and document enterprise server and cloud platform architectures across Microsoft Azure and Amazon Web Services (AWS).
- Architect and maintain Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) solutions.
- Design and maintain hybrid and multi-cloud integrations supporting enterprise data and analytics workloads.
Cloud Operations & Reliability
- Perform daily monitoring, health checks, and troubleshooting of cloud and on-premises infrastructure.
- Ensure high availability, disaster recovery, performance, and operational stability of enterprise systems.
- Support workload migrations and infrastructure modernization initiatives.
Identity, Security & Compliance
- Implement and manage identity and access controls using Azure Entra ID (Active Directory) and AWS IAM.
- Enforce security baselines including encryption, key management, role-based access control (RBAC), and policy enforcement.
- Ensure infrastructure compliance with HIPAA, NIST, and Florida Administrative Code 60GG-2.
- Adhere to all Department data security and confidentiality policies.
Networking
- Design and maintain cloud networking solutions including:
- Virtual networks and subnets
- VPNs
- Firewalls
- ExpressRoute and AWS Direct Connect
- Ensure secure, resilient connectivity between cloud and on-premises environments.
Automation & DevOps
- Design, implement, and maintain Terraform-based Infrastructure as Code (IaC).
- Develop and support CI/CD pipelines for automated infrastructure deployment, configuration, and compliance validation.
- Promote repeatable, scalable, and secure automation practices.
Data & Analytics Platform Support
- Integrate and support enterprise data tools and platforms including:
- Snowflake
- Databricks
- Informatica
- Dataiku
- Configure environments, security, and access controls across Azure and AWS.
Cost Optimization & Governance
- Develop and manage cloud tagging standards, cost optimization strategies, and chargeback models.
- Monitor cloud usage and spending to support fiscal accountability and governance.
Documentation & Collaboration
- Maintain architecture diagrams, technical documentation, and configuration standards.
- Provide knowledge transfer and technical guidance to Department staff.
- Participate in project meetings, change management, and governance processes.
- Provide regular written status updates to Department leadership.
Required Qualifications
Experience
- A minimum of Five (5) years of experience designing, implementing, and administering enterprise-scale cloud environments in Azure and Amazon Web Services (AWS), including system architecture, security configuration, and environment maintenance.
- A minimum of Five (5) years of experience as an enterprise administrator in an on-premises Windows Server Domain infrastructure.
- A minimum of Five (5) years of experience managing Azure Entra ID (Active Directory) and AWS IAM, including policy design, role-based access control, and secure federation between environments.
- A minimum of Five (5) years of experience designing and maintaining multi-cloud environments, including the integration of cloud-native tools and services to support data and analytics workloads.
- A minimum of Five (5) years of experience architecting, implementing, and maintaining Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) models within Azure and AWS.
- A minimum of Five (5) years of experience designing and managing cloud networking, including virtual networks, subnets, Virtual Private Networks (VPN), ExpressRoute, and Direct Connect.
- A minimum of Five (5) years of experience implementing and administering DevOps and Continuous Integration and Continuous Delivery/Deployment (CI/CD) pipelines for infrastructure deployment and automation.
- A minimum of Five (5) years of experience supporting cloud-based data tools such as Snowflake, Databricks, Informatica, and Dataiku, including environment setup, security configuration, and integration.
- A minimum of Five (5) years of experience developing and managing cloud tagging, cost optimization, and chargeback models across multiple environments.
- A minimum of Five (5) years of experience implementing identity, access, and policy management across hybrid and multi-cloud environments.
- A minimum of Five (5) years of experience implementing Terraform or equivalent Infrastructure as Code (IaC) frameworks for automated, secure, and scalable infrastructure deployment.
- A minimum of Two (2) years of experience developing and maintaining disaster recovery, high availability, and security compliance configurations in regulated environments.
Knowledge, Skills, and Abilities
- Strong understanding of enterprise cloud architecture and security principles
- Expertise in automation, scripting, and infrastructure deployment
- Ability to document complex technical environments clearly
- Strong collaboration and communication skills
- Ability to work independently while supporting multiple concurrent initiatives

- Successful completion of a criminal background check and fingerprinting prior to commencing work.
- Compliance with all DOH data security and confidentiality requirements.
Reporting & Accountability
- Reports to the DOH Contract Manager or designated technical lead.
- Performance is measured monthly against defined service tasks and deliverables.
