Position Summary: The Planning and Zoning Administrator is responsible for overseeing and coordinating the planning, development, and regulation of transportation systems and land use within the county. This position ensures that highway development aligns with the county’s comprehensive plan, zoning ordinances, environmental regulations, and growth management strategies.
Essential Job Functions
- Review zoning proposals, subdivision plats, and development applications for compliance with land use regulations.
- Handling the liability and comprehensive County insurance.
- Make recommendations to the County Planning Commission and Zoning Board.
- Update and enforce zoning codes, maps, and related land use policies.
- Assist the public, developers, and engineers with zoning inquiries and permit applications.
- Attend and prepare for public hearings, planning commission meetings, and board sessions.
- Prepare staff reports and presentations related to zoning amendments, variances, and transportation projects.
- Conduct studies and prepare reports on transportation and land use trends.
- Maintain GIS data and other mapping systems related to zoning.
- Ensure compliance with federal, state, and local transportation and land use regulations.
- Collaborate with other departments (e.g., environmental services, building inspection) on cross-cutting planning efforts.
- All other duties as assigned.

- Strong knowledge of land use law, transportation systems, and zoning regulations.
- Proficiency in GIS, AutoCAD, or planning software.
- Excellent written and verbal communication skills.
- Ability to interpret engineering plans and zoning maps.
Qualifications
Required
- High School Diploma or equivalent.
- Maintain current motor vehicle operators licenses in the state of Nebraska
Preferred
- Bachelor’s degree in Urban Planning, Civil Engineering, Transportation Planning, Geography, or related field.
- Professional experience in highway planning, zoning, or a related field.
