Job Purpose:
This position aims to enhance DTMB's capacity to successfully execute transformative projects while maintaining public trust, financial responsibility, and operational efficiency. The role focuses on providing support for Independent Verification and Validation (IV&V) processes to ensure high-quality project outcomes, compliance, and detailed assessments of project health.
Key Responsibilities- Perform IV&V activities for assigned DTMB projects, offering an impartial and independent evaluation of the project's health, deliverables, and compliance with DTMB's standards.
- Review important project documents, such as charters, project management plans, schedules, risk registers, and contracts.
- Assess deliverables for their quality, completeness, and alignment with requirements.
- Identify early-stage risks, issues, and deficiencies, recommending strategies for mitigation.
- Track project progress based on scope, schedule, budget, and quality metrics.
- Prepare and deliver:
- IV&V Service Plans for the assigned projects.
- Monthly Project Health Assessment Reports.
- Independent Deliverable Review Assessments.
- Risk and Issue Logs, along with mitigation strategies.
- Executive Briefings for Steering Committees and leadership as required.
- Final IV&V Summary Reports upon project closeout.
- Collaborate with project managers, agency stakeholders, and executive sponsors, maintaining objectivity and independence in judgment.
- Ensure all reports and documentation comply with DTMB’s established quality standards and templates.
- At least 5 years of experience in IT project management, with a preference for large, complex technology projects.
- A minimum of 5 years providing Independent Verification and Validation (IV&V) or equivalent quality assurance support.
- Proven experience working on high-profile, politically sensitive projects in a public sector or highly regulated setting.
- In-depth knowledge of project management frameworks (e.g., PMI’s PMBOK), risk management techniques, and quality assurance principles.
- Strong skills in analysis, writing, and verbal communication.
- Ability to create high-quality reports and deliver executive briefings.
- Demonstrated ability to assess project health objectively and provide actionable recommendations.
- Bachelor’s Degree in Information Technology, Business Administration, Project Management, or a related field (required).
- Project Management Professional (PMP) certification (preferred).
- Additional certifications such as Certified ScrumMaster (CSM) or Certified Quality Auditor (CQA) will be an advantage.
