A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- GS-09: Assisting with the administration of a Learning Management System, such as assigning required training, review of curriculum and assignment profiles, and/or providing technical guidance or training to users, supervisors, or managers; Maintaining employee training records; Assisting with the facilitation of course delivery.
- GS-11: Providing assistance in developing and administering workforce training programs; Using Human Resources Development (HRD) learning theories for web-based Learning Management Systems (LMS); Assisting in performing analysis and research for a variety of Human Resources Development (HRD) initiatives; Reviewing learning programs for alignment with the needs and objectives of serviced organizations.
- GS-12: Applying, advanced Human Resources Development (HRD) learning theories, principles, and methods for web based Learning Management Systems (LMS); Developing complex agency workforce development plans and goals with HRD programs sufficient to perform analysis and research for a variety of Human Resources Development (HRD) initiatives; Providing training on use of self-paced and distance learning activities; Ensuring that learning programs are aligned with the needs and objectives of serviced organizations; Working with education institutions to independently develop advanced curriculums and courses responsive to employee/organizational need.
- GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
- GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
- GS-12: There is no education substitution at this grade.
