The Division of Trading and Markets (TM), Office of Clearance and Settlement (OCS) is seeking a Data Analytics and Clearing Risk Management Analyst (Financial Analyst). In this role, you will serve as an advisor to the senior leadership and will assist OCS in administering the Division's clearance and settlement program.

You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.

MINIMUM QUALIFICATION REQUIREMENT:

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:
  1. Contributing to rulemaking, policy, and/or oversight of the secondary markets for U.S. Treasury securities and/or related markets (such as the market for U.S. repurchase agreements) or related market infrastructure, including clearing services;
  2. Analyzing, interpreting, and communicating about market data and risk management issues; AND
  3. Planning, directing, or conducting research projects, with an emphasis on financial market structure or financial market infrastructure to further develop recommendations to senior management based on that research.

Responsibilities:

As a Data Analytics and Clearing Risk Management Analyst, you will help administer TM's clearance and settlement program, which involves the following: (i) monitoring the operations and the risk management practices of clearing agencies, and developing and recommending regulatory and supervisory policies and objectives for the clearance and settlement risk program; (ii) assuring that policy decisions and directions relating to this program are properly implemented and that prescribed objectives are achieved; and (iii) assisting with developing, planning, and implementing the Commission's policies designed to promote, and manages the Office's role in the coordination of, the Commission's clearing oversight program.

In this role as a Data Analytics and Clearing Risk Management Analyst, you will be responsible for:
  • Providing expert-level advice and consultation in one or more of the following areas: financial risk management and financial modeling; cryptocurrencies, tokenized securities and blockchain technology; cyber-security and business continuity planning; and operational risk.
  • Leading and collaborating with other OCS staff in analyzing key risk and market volatility metrics, evaluating statistical based modeling frameworks, determining proper empirical methodologies, planning and organizing large-scale data collection and analysis, preparing written reports and data representations, and summarizing studies in formal and informal presentations.
  • Preparing and presenting findings, research and recommendations to senior management.
  • Working closely with other OCS staff to develop regulations and policy regarding clearance and settlement matters and issues.
  • Representing the SEC in meetings, conferences, and public forums; demonstrating current knowledge and understanding of policy issues relevant to areas of responsibility; leveraging various software and technological advancements to the full extent possible; maintaining productive work relationships with international, federal and state government agencies and the securities industry.
