Divine Resource Solutions is conducting a confidential search for an experienced Human Resources Manager on behalf of a client with a unionized workforce. This is a hands-on, on-site role with responsibility for both human resources and payroll administration.
The Opportunity
The Human Resources Manager will serve as the primary on-site HR and payroll resource for a unionized operation. The successful candidate will combine strong payroll knowledge with practical employee-relations experience and the ability to build trust with employees, managers, union representatives, and benefit providers. This role is ideal for someone who is comfortable working independently, managing competing priorities, and maintaining a consistent HR presence within the facility.
Key Responsibilities
Payroll Administration
- Coordinate weekly payroll submissions and review payroll reports for accuracy.
- Serve as the primary payroll contact for employees and management.
- Prepare and submit certified payroll reports as required.
- Oversee payroll processing for union and non-union employees, including wage rates, overtime, shift premiums, union dues, benefits, and other contractually required payments.
- Maintain payroll compliance through audits, reporting, reconciliations, and coordination with union representatives and benefit providers.
Human Resources and Employee Relations
- Manage employee onboarding, personnel records, and HR documentation.
- Support recruiting, hiring, employee development, performance management, and offboarding activities.
- Answer employee questions regarding policies, payroll, and benefits.
- Partner with managers and union representatives on employee-relations matters, grievances, disciplinary actions, and contract compliance.
- Support workforce planning and maintain accurate, confidential employee records.
Benefits, Compliance, and Risk Management
- Coordinate benefit enrollments, qualifying life events, open enrollment activities, and employee communications.
- Reconcile benefit invoices and resolve discrepancies.
- Maintain compliance with employment laws, labor laws, union agreements, and company policies.
- Manage I-9 documentation, unemployment claims, personnel-file requests, and audit support.
- Support workers’ compensation administration and related reporting requirements.
HRIS and Reporting
- Maintain accurate employee data within HR and payroll systems.
- Generate HR, payroll, and workforce reports as requested.
Required Qualifications
- Minimum of 3-5 years of combined human resources and payroll management experience in a unionized work environment.
- Demonstrated knowledge of collective bargaining agreements, union grievance processes, contract interpretation, seniority systems, wage administration, and payroll compliance for union employees.
- Working knowledge of payroll processes, employee benefits, employment practices, and applicable labor regulations.
- Experience supporting both union and non-union employee populations.
- Strong communication, organization, judgment, and problem-solving skills.
- Ability to maintain confidentiality and manage multiple priorities in a fast-paced environment.
- Ability and willingness to work on-site in Plymouth, Massachusetts.
Preferred Qualifications
- Experience with HRIS and payroll platforms.
- Experience preparing certified payroll reports.
- Experience supporting workers’ compensation, unemployment claims, audits, and benefits administration.
