Primary Job Function: The Reynoldsburg City Schools’ Federal Programs/MTSS Coordinator is responsible for providing leadership oversight of federal programs and grants, assisting in all MTSS procedures across the district, administering, coordinating, and implementing all federal programs (including ensuring compliance), and planning, organizing, and developing districtwide MTSS support.

 

Minimum Qualifications:

  • Three (3) to five (5) years' experience in education
  • Bachelor's degree in Education or related field
  • Valid Ohio teaching license
  • Experience with federal programs/grants management

Preferred Qualifications:

  • Master's degree in Education or related field
  • Administrative license

Essential Duties and Responsibilities: Primary functions may include the following duties, responsibilities, skills, abilities, and other characteristics. Federal Programs Leadership

  • Responsible for the leadership in managing, preparing, inputting, and monitoring all Federal and State program requirements associated with state and federal programs.
  • Responsible for leading the development of new federal and state funded programs.
  • Responsible for leading and providing the use of research-based teaching strategies and best practices to address the needs of teachers and to work towards school goals.
  • Responsible for evaluating programs and using data to make programming and budgeting decisions.
  • Provides leadership and direction for all state and federal programs, to include grant writing and submission, program implementation, budgeting, and reporting.
  • Responsible for data analysis and data submission.
  • Maintains confidentiality of federal programs records.

Federal Programs Communication and Support

  • Responsible for supporting nonpublic schools in evaluating and providing services available under ESSA Title Funds, which include Title I-A, Title II-A, Title III-A, Title IV-A, and IDEA-B.
  • Responsible for supporting the collection, curating, and submission of documentation for nonpublic equitable services.
  • Responsible for coordinating extended learning opportunities for students, parents, and teachers.
  • Responsible for submitting District CCIP and Federal Program documentation.
  • Responsible for disseminating information regarding Title I programming requirements to administrators.
  • Responsible for analyzing data and assisting Principals and teachers with interpretation to measure and improve student achievement and program effectiveness.
  • Responsible for developing the necessary lines of communication to ensure smooth and efficient management of grant applications, amendments, subrecipient agreements, and associated funds.

MTSS Leadership

  • Plans, organizes, and develops districtwide multi-tiered systems of support including working across departments to create a districtwide strategic plan for MTSS in tiers I, II, and III.
  • Facilitates professional development with staff and administration.
  • Expands access to research-based tiered interventions.
  • Coaches and supports MTSS teams in their design and implementation of data-based shifts related to student needs.
  • Works collaboratively with multiple leadership teams in the District to support their needs for implementation.
  • Develops protocols for intervention referral processes.
  • Keeps up to date on laws and regulations regarding state and federal programs with training, process, and alignment with legal guidelines for practice.
  • Coordinates and monitors MTSS-related grant and partnership requirements.
  • Provides leadership in matters of ethics and confidentiality at the school site.

MTSS Communication and Support

  • Consults and collaborates with teachers, parents, and administrators to find effective solutions to learning and behavior needs, and expands educational interventions to mitigate special education over-identification and disproportionality.
  • Assists school staff and teams to understand adolescent development and how it affects learning and behavior.
  • Builds and strengthens working relationships between teachers, parents, partners, and service providers in the community.
  • Supports buildings with legal guidelines for standardized testing accommodations.

Budget/ Finance

  • Plans, administers, and monitors all federal budgets including state and federal grants in collaboration with administration.
  • Develops, monitors, supervises, and manages all aspects of the annual budgets for federal programs.
  • Coordinates budget requests with individual schools relative to state and federal programs.

Knowledge, Skills and Abilities

Knowledge of:

  • Basic budgeting principles.
  • Recent developments, current literature, and informational resources in the field.
  • Expert knowledge of state and federal laws and regulations of federal programming policies and procedures for the assigned institutions and respective level of education.
  • Ethical guidelines applicable to the position.
  • Mental health systems, structures, programs, services, and resources in schools.
  • Curriculum design, planning, development, implementation, and evaluation.

Skilled in:

  • Presenting information professionally, concisely, and effectively, both verbally and in writing.

  • Interact positively and effectively with students, staff, and administrators.
  • Use computers and/or electronic equipment to fulfill job functions.
  • Suggest appropriate and effective interventions for pupils from diverse populations.

Physical Demands – While performing the duties of this job, the employee is regularly required to communicate with others. The employee is required to sit or stand and move around for extended periods of time. While performing the duties of this job the employee must be able to push, pull, lift and carry over 25 pounds on occasion. 

Working Conditions – The employee in this position may experience occasional exposure to blood, bodily fluids and tissue. The employee may also be required to interact with unruly children. 

Driving Requirement – This position may require driving.
