Purpose of the Position:
The Director of English Learner Education (ELE) is responsible for ensuring that educators provide high-quality, grade-level materials aligned with WIDA framework and SEI instructional practices, while ensuring compliance with state and federal laws. This role is pivotal in promoting academic achievement and instructional excellence for English Learner students, ensuring their success within the Dedham School District.
Description:
The Director of English Learners will provide instructional leadership by guiding teachers and administrators in implementing research-based English Language Development strategies across content areas. This position requires strong communication with district staff, building leadership, external agencies, and community groups to enhance the effectiveness of the English Learner department.
Essential Duties:
- In accordance with DESE regulations, develop procedures and implement policies established by the Dedham School Committee and Central Administration which adhere to federal and state laws for effective administration of the Multilingual Learner (ML) department.
- Hire, supervise and evaluate Multilingual Learner Department staff districtwide.
- Establish protocols for the initial identification, registration, assessment, and program placement of ML students in grades PreK-12.
- Conduct mid-year and end of year Language Acquisition Team (LAT) meetings for all ML students.
- With the Asst. Superintendent for Student Services, develop and manage the Title III ESEA grant and additional grant opportunities.
- Manage district department budget.
- Oversee the district Bilingual Family Liaisons and translation/interpretation services for the district.
- Consult with other Department Heads and Principals to develop new programs and classes for Multilingual Learners as needed, such as SLIFE, ELSWD, long-term ELs, etc.
- Communicate objectives and initiatives to strengthen the department's effectiveness.
- Lead research on current trends and instructional materials relevant to English Learners, acquiring and sharing knowledge of research-based teaching techniques.
- Create, provide, and support professional development opportunities for Multilingual Learner Department and district staff that align with district goals.
- Conduct an internal review of the English Learner education program every two years and oversee DESE's Targeted Focused Monitoring/Coordinated Program Review every six years.
- Oversee administration and compliance with state testing for English Learners (ACCESS) and coordinate necessary support for students.
- Support principals with MCAS testing for ELs and work with staff to provide necessary accommodations.
- Analyze student data to inform instruction and monitor progress, ensuring the curriculum is effectively aligned with other programs.
- Support English Learners in pursuing Advanced Placement (AP) courses by monitoring progress and providing necessary resources.
- Maintain records and monitoring data for current and former English Learner students for a minimum of four years.
- Facilitate the District’s English Learner Parent Advisory Council.
- Strengthen relationships with caregivers and families and create opportunities for multilingual families to engage in the school community.
- Create and organize summer enrichment programs and opportunities for EL students K - 12.
- Oversee registration of potential English Learners.
- Other responsibilities as identified by the Superintendent
Qualifications:
- Master’s degree in Education, Applied Linguistics or a related field; CAGS preferred.
- Valid Massachusetts academic administration license, with ESL endorsement.
- Successful teaching experience, experience in educational leadership, curriculum development, community partnerships, and working with English Learner populations.
- Strong knowledge of state and federal regulations regarding English Learner education and funding.
- Excellent communication, interpersonal, and organizational skills.
