Job Overview

District Veterans Contracting, Inc. (DVC) is seeking an experienced and highly motivated Project Manager to lead federal construction and design-build projects from award through closeout. DVC currently holds multiple actively awarded federal task orders, including a design-build training facility for the U.S. Secret Service, and this role will support that project alongside additional concurrently awarded federal work — so the ability to manage several project teams and government relationships at once is essential.

Federal construction experience is required, with a strong preference for candidates who have supported the U.S. Secret Service (USSS), U.S. Coast Guard (USCG), Department of Veterans Affairs (VA/VAMC), U.S. Army Corps of Engineers (USACE), General Services Administration (GSA), or other federal agencies. Project values typically range from $1M to $10M, with some projects up to $10MM .

The Project Manager serves as the primary point of contact for contracting officers, CORs, facility representatives, subcontractors, and internal project teams — ensuring projects are delivered safely, on schedule, within budget, and in full compliance with contract requirements. This position requires strong leadership, financial management, scheduling, and communication skills, along with a working understanding of federal design-build and design-bid-build contracting procedures.

Must be able to pass required background screening and obtain/maintain authorization to access secure federal facilities. Existing security clearance is preferred but not required.

Duties & Responsibilities

● Own the overall financial performance of assigned projects — gross profit management, cash flow forecasting, change order recovery, and risk mitigation.

● Manage all phases of federal construction and design-build projects, from pre-construction planning and design coordination through procurement, construction, commissioning, and closeout.

● Serve as the primary liaison between contracting officers, CORs, facility representatives, designers of record, subcontractors, and internal stakeholders.

● Develop, maintain, and proactively manage the critical path schedule using Primavera P6, Microsoft Project, or similar scheduling software — including concurrent design and construction activities across multiple task orders.

● Manage project budgets, forecasts, cost tracking, and financial reporting to protect profitability and ensure contract compliance.

● Review contract documents, drawings, specifications, statements of work, modifications, RFIs, and submittals; identify scope gaps, ambiguities, and deviations requiring government clarification.

● Coordinate subcontractor procurement, buyout, scheduling, performance, and contract administration.

● Prepare and negotiate change orders, requests for equitable adjustment, and contract modifications.

● Monitor project progress and proactively identify risks, delays, and cost impacts — including items outside the contractor's control (e.g., utility conflicts, permitting, government review timelines).

● Lead recurring project meetings (design coordination, pre-construction, bi-weekly progress) with government clients, the design team, subcontractors, and internal teams.

● Review and approve project submittals, schedules, invoices, progress reports, and closeout documentation.

● Coordinate with Superintendents and the Quality Control Manager to ensure field activities align with project objectives and the approved Quality Control Plan.

● Support inspections, commissioning activities, punch-list completion, and final turnover to the end user.

● Ensure compliance with applicable federal construction standards, including OSHA, EM 385-1-1, and agency-specific requirements (e.g., USSS, USCG, VA/VAMC).

Required Qualifications

● Bachelor’s degree in Construction Management, Engineering, Architecture, Business Management, or a related field preferred; equivalent experience considered.

● Minimum 7 years of project management experience in construction, including at least 3 years managing federal government construction or design-build contracts.

● Demonstrated experience administering federal contracts, including RFIs, submittals, change orders, modifications, quality control documentation, and closeout requirements.

● Demonstrated ability to manage design-build project delivery, including coordination with the Designer of Record, concurrent design/construction phasing, and government concept/interim design reviews.

● Working knowledge of federal contracting procedures and agency-specific requirements.

● Proficiency with Procore, Primavera P6 or Microsoft Project, and the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

● Proven ability to manage multiple concurrent projects, budgets, schedules, and government client relationships simultaneously.

● Government Site Access: This position requires the ability to obtain and maintain authorization to work at a secure government facility. Applicants must satisfy the government’s background screening and financial eligibility requirements. Financial matters—including outstanding judgments, tax liens, delinquent debts, and tax repayment arrangements—may affect eligibility under the facility’s access standards. Assignment to this position is contingent upon government approval and continued eligibility for site access.

● Valid driver's license and willingness to travel to project sites across the Mid-Atlantic region as required.

● Excellent written and verbal communication skills, with the ability to represent DVC professionally in direct dealings with government contracting officers.

● Existing federal security clearance.

● PMP (Project Management Professional) certification.

● Certified Construction Manager (CCM) designation.

● OSHA 30-Hour Certification; EM 385-1-1 familiarity a plus.

● Prior experience with SDVOSB or other small-business federal set-aside contract vehicles (e.g., IDIQ task orders).

What Success Looks Like

● Independently manages multiple federal construction/design-build projects with minimal supervision while maintaining clear, proactive communication with company leadership.

● Builds and sustains strong, trust-based relationships with government clients and design partners.

● Delivers projects safely, profitably, and on schedule.

● Anticipates risks and resolves project challenges before they affect cost or schedule.

Compensation & Benefits

● Salary: $120,000 – $150,000 per year, commensurate with experience, plus discretionary annual bonus.

● 401(K) with employer match up to 4.5%.

● 529 College saving employer match.

● FSA Dependent Care Program.

● Paid time off and parental leave.

● Professional development assistance and tuition reimbursement.

● Cell phone reimbursement.

● Company truck and fuel card for field-based travel.
