Description
The Chief of Strategy, Shared Accountability, and Communications (CSSAC) serves as a key member of the Superintendent’s Cabinet and provides executive leadership for the District’s strategic direction, performance management, and internal and external communications. This role is responsible for ensuring that District priorities are clearly defined, progress is measured and monitored, and the story of Rio Rancho Public Schools is communicated with clarity, transparency, and purpose.
The CSSAC leads the development and implementation of the District’s strategic plan, ensuring alignment across departments and coherence in how goals are set, tracked, and achieved. This position oversees research, assessment, data, and accountability systems to ensure that decision-making at all levels of the organization is informed by accurate, timely, and actionable data.
The CSSAC works in close partnership with the Superintendent and Board of Education to support long-term planning, monitor district performance, and communicate progress toward key priorities. This role ensures that accountability is shared across the system by establishing clear expectations, building data literacy, and creating systems that connect strategy, programs, performance, and continuous improvement. An understanding of teaching and learning, curriculum, and leadership is essential to ensure that strategy and accountability efforts are grounded in the realities of schools and classrooms.
Minimum Qualifications
- Master’s Degree from an accredited college or university required; Doctoral Degree preferred;
- Minimum of eight (8) years of leadership and management experience in education or a related field preferred;
- Demonstrated success leading strategic planning, data systems, or organizational improvement initiative;.
- Experience working with research, assessment, and accountability systems;
- Strong understanding of teaching and learning, curriculum, instruction, and school leadership;
- Experience working with or presenting to governing boards or senior leadership teams;
- Strong knowledge of data analysis, performance management, organizational development and continuous improvement practices;
- Excellent communication skills, including the ability to translate complex information into clear, compelling messaging;
- Demonstrated ability to lead cross-functional teams and manage large-scale initiatives;
- Strong organizational, problem-solving, and decision-making skills; and
- Ability to build trust and maintain effective relationships with diverse stakeholders.
Essential Job Responsibilities
- Reports to the Superintendent and serves as a member of the Superintendent’s Cabinet to lead District strategy, shared accountability, and communications; keeps the Superintendent and Board of Education informed regarding progress toward strategic priorities, performance outcomes, and key initiatives;
- Serves as a member of the Superintendent’s Cabinet and leads the development, implementation, and monitoring of the District’s strategic plan, ensuring alignment across departments and coherence in execution;
- Supervises and supports Executive Directors and departments, including Research, Assessment, Data and Accountability (RADA) and Communications, to build a high-performing, aligned Central Services team focused on results and service to schools;
(Note: supervisory assignments may change as part of District reorganization.) - Works in close partnership with the Superintendent, Board of Education, and Chief of Operations to ensure that all financial planning and budget development are directly aligned to District strategy, with resources prioritized to drive measurable improvements in student outcomes;
- Collaborates with the Chief Academic Officer and Chief of Schools to ensure that programs, data, assessment, and accountability systems directly support teaching, learning, and school improvement efforts;
- Develops and implements a comprehensive performance management system that establishes clear goals, monitors progress, and drives continuous improvement across the District;
- Leads the collection, analysis, and use of data to inform decision-making at the district, school, and classroom levels; ensures data systems are accessible, accurate, and actionable;
- Builds shared accountability across the organization by establishing clear expectations for performance, supporting data literacy, and ensuring alignment between strategy, implementation, and outcomes;
- Oversees District assessment systems to ensure alignment with instructional priorities and state requirements;
- Leads internal and external communications to ensure consistent, transparent, and effective messaging that reflects district priorities and builds trust with staff, families, and the community;
- Develops and implements communication strategies that effectively share the District’s progress, priorities, and successes with key stakeholders;
- Partners with the Superintendent to support engagement with the Board of Education, including preparation of reports, presentations, and updates related to district strategy and performance;
- Supports long-term planning and organizational development efforts to ensure the District is positioned for sustained success;
- Ensures compliance with applicable local, state, and federal laws, regulations, and reporting requirements related to assessment, accountability, and communications;
- Builds effective relationships with internal and external stakeholders, including staff, families, community members, and partners, to support District priorities;
- Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules, administrative directives and regulations, school board policies, and local, state and federal regulations;
- Performs other related duties as assigned by Superintendent; and
- Employee may be assigned other duties based on the needs of the District during the term of employment.
