Qualifications:

GS-9: To be eligible at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as
  • assisting in the development and implementation of public safety initiatives or programs;
  • collaborating with representatives of law enforcement organizations; AND
  • providing operational/office support to law enforcement and/or community safety organizations.
OR
Education: One of the following types of education in a related field (e.g., Criminal Justice): a Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: One full year of specialized experience equivalent to the GS-09 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as
  • implementing and/or overseeeing a public safety initiative and/or program;
  • collaborating with representatives of law enforcement organizations to support safety objectives, resolve conflicts and/or manage challenges; AND
  • developing and/or disseminating changes in law enforcement policies and procedures.
OR
Education: One of the following types of education in a related field (e.g., Criminal Justice): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. Responsibilities:

If selected for this position, you will join a well-respected team that is responsible for the U.S. Attorney's Office of South Dakota to serve as a specialist in the District's Law Enforcement Coordination Program. The incumbent will plan and coordinate outreach to law enforcement as well as non-law enforcement communities, community representatives, public and private organizations, Indian Tribes and tribal representatives, members of the public and the throughout the district and beyond to build community engagement.Typical work assignments will include:
  • Maintains professional contacts with staffs of federal, state, and local legal and law enforcement organizations to best accomplish the goals of the Department of Justice and the District.
  • Plans, coordinates and develops district meetings. Analyzes membership needs and interest and develops topics, schedules, and presentations to meet these needs.
  • Building partnerships with law enforcement and non-law enforcement organizations alike to accomplish U.S. Attorney's Office (USAO) objectives.
  • Serve as the point-of-contact for handling all requests for USAO involvement in an applicant's funding request, federal grant or otherwise. Disseminates information on and increase awareness about DOJ grant solicitations and training/technical assistance.
  • Participates in implementing other district programs and initiatives included but not limited to Project Safe Neighborhoods, District Office Security, and Project Guardian.
  • Speaks to a variety of law enforcement audiences about LEC issues to publicize federal efforts to develop and improve law enforcement programs requiring a concerted and coordinated effort by multiple agencies and community organizations.
