The U.S. Attorney's Office for the District of Oregon is seeking a Security Management Specialist position within our Admin Division.This position is located in Portland, OR.

Specialized Experience: One full year of specialized experience equivalent to the GS-7 level.
Specialized Experience is defined as experience performing the following types of duties: Participating in planning, directing and administering a comprehensive security program; assisting in the development, implementation, and evaluation of plans, policies, procedures and methods for safeguarding personnel, information, operations, and automated information and telecommunications systems under normal and emergency conditions.
Education: One of the following types of education in a related field (i.e., Security Administration): a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate educations leading to such a degree.Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
GS-11: To be eligible at the GS-11 level, you must have at least ONE of the following conditions as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-09 level.
Specialized Experience is defined as experience performing the following types of duties: Responsible for the planning, directing, and administering of a comprehensive organization-wide security program; as the organization's principal point-of-contact develops, implements, and evaluates plans, policies, procedures and methods for safeguarding personnel, information, operations, and automated information and telecommunications systems under normal and emergency conditions.
Education: One of the following types of education in a related field (i.e., Security Administration): a Ph.D. or equivalent doctoral degree or equivalent graduate degree OR 3 full years of progressively higher-level graduate educations leading to such a degree.Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years (36 semester hours).

Responsibilities:
If selected for this position, you will join a well-respected team in the Administrative Division.Typical work assignments will include:
- Serving as the district expert and principal point-of-contact for all physical security matters. Conducts physical security site surveys, threat analyses, and vulnerability assessments to ensure acceptable physical security measures are installed in the district and branch offices. Identifies physical security vulnerabilities and recommends and implements measures and practices to eliminate real and potential shortfalls or deficiencies.
- In coordination with EOUSA, plans and oversees the installation and maintenance of all physical security systems, equipment, and building modifications necessary to ensure adequate security is maintained. Keeps abreast of existing and developing technologies and assesses their application within the district. Participates in developing, administering, and monitoring loss prevention programs to protect property and evidence located in the district.
- Participates in contingency and emergency preparedness planning efforts to enable the district to continue essential operations and discharge responsibilities during and following various types of emergency situations. Drafts occupant emergency plans and coordinates with external organizations, as indicated.
- Drafts a district-wide threat management program to respond to threats affecting individuals or prosecution efforts for approval of EOUSA.
- Serves as Communications Security (COMSEC) Representative responsible for the proper receipt, accounting, and safeguarding of COMSEC material, and the installation and troubleshooting of secure telephone and facsimile equipment. Ensures training for district personnel in the proper use and protection of secure communications equipment.
- Keeps abreast of national, Departmental and EOUSA security issues which may impact district security policies, procedures, and operations. Coordinates actions of district personnel assigned security functions, such as Administrative Officers, Personnel Officers, and Information Technology Managers. Conducts liaison with local U.S. Marshals Service, Federal Bureau of Investigation, General Services Administration, and law enforcement personnel concerning district security matters.
- Prepares Security Incident Reports, computer virus reports, and office security plans. As assigned, reviews Grand Jury and deposition reporting service contracts and performs off-site reviews of contractor facilities and procedures. Drafts procedures to (1) assess the compliance of district security programs with established national, Department, and EOUSA policies and procedures, and (2) evaluate the effectiveness of physical, communications, personnel, information and computer security programs within the district. Assists in periodic security compliance reviews conducted by the EOUSA and the Department.
- Participates in developing, administering, and monitoring information security programs for the district. Furnishes guidance necessary to ensure the required safeguarding and proper handling of classified and sensitive information in accordance with national, Departmental and Freedom of Information and Privacy Act requirements. Provides advice and guidance to the district concerning the identification of information and material requiring protection and determining appropriate protective measures.
