OSITION TITLE: Director of Special Services
MINIMUM QUALIFICATIONS/SKILLS REQUIRED:
- Certification as Special Education Administrator by the State of Missouri
- Training in one or more fields of Special Education
REPORTS TO: Assistant Superintendent of Human Resources and Special Programs
HOURS IN DUTY DAYS EXCLUDING LUNCH: 8

WORK DAY: Monday - Friday

CONTRACT DAYS WORKED: 11 months
ESSENTIAL JOB DUTIES:
- Administer a positive program of special services designed to meet the needs of the schools in the district.
- Delegate specific duties and responsibilities when deemed necessary and expedient.
- Recommend to the assistant superintendent the number and types of positions required to provide adequate personnel for the operation of the special services program.
- Recommend policies for administration, organization, personnel management and other functions of the program.
- Submit annual budget recommendations. Manage budget and finance directly related to projects directly under his/her supervision.
- Keep the local plan for special services current.
- Direct, supervise and evaluate the work of special services personnel, including the Process Coordinator and Resource Coordinators.
- Assist in the development and execution of policies governing the classification and placement of students in the special services classes.
- Work with school psychologists or counselors, principals, and others in placement procedures for children going to special services programs.
- To provide outreach to children/families to access MOHealthNet services.
- Provide program planning, policy development, and Interagency coordination related to MOHealthNet services.
- Administer the English Language Learner (ELL) Program.
- Coordinate ADA, 504 and migrant students.
- Attend Evaluation, IEP and other special services meetings.
- Active engagement in Local Administrators of Special Education (LASE) and MOCASE.
- Active engagement in community activities that benefit our students.
- Supervise district Gifted program.
- Supervise supplemental services for students with special needs.
- Supervise district School District Administrative Claiming (SDAC).
- Coordinate the Local Tax Effort (LTE), High Need Fund, and Public Placement Fund billing.
- Coordinate the Early Childhood Cooperative agreement and billing.
- Carry out the responsibilities of Homeless Children Coordinator, including census reporting of Homeless Children and Youth in the District as required, provide for the identification of Homeless Children and Youth, carry out activities to ensure that Homeless Children and Youth are afforded a free and appropriate education and carry out the responsibilities of the McKinney-Vento Act regarding Homeless Children and Youth and the State Plan.
- Coordinate the purchasing of supplies, materials, tests and equipment.
- Maintain all records necessary for state reports and file such reports with the State Department of Special Education.
- Evaluate effectiveness of program. Create and present annual reports to the Board of Education.
- To function as liaison for the school district in matters evaluating pupils who need special services that are offered outside the district.
- Assist the Principal to recommend those employees under supervision for re-employment and recommend to the assistant superintendent persons who are qualified to serve the special services program.
- Demonstrate regular and predictable attendance that complies with District policies and rules.
- Demonstrate effective and positive interpersonal relationships with staff, students, and the community and the ability to work as a productive and solid member of the school district team.
- Must be able to collaborate with peers, possess a positive attitude and be flexible with change.
OTHER JOB RESPONSIBILITIES:

ESSENTIAL PHYSICAL AND MENTAL DEMANDS:
- Duties performed typically in district settings to include the cafeteria, gym, recreational areas and other assigned areas.
- Physical demands can include but are not limited to: Exerts up to 40 lbs of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects including equipment such as audio-visual.
- Frequent walking, standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching, and other limited physical activities are required.
- Mental demands can include but are not limited to: Comparing, copying, computing, compiling, analyzing, coordinating, and synthesizing.
- Frequent movement of students by wheelchairs and other mechanical devices may be required.
