The Division of Emergency Communications is seeking qualified candidates committed to providing leadership to the Emergency Communications Officers and providing the citizens of the County of Dinwiddie excellent service as the first of the first responders in emergency situations as an Emergency Communications Officer.
Position requires the ability to work nights, weekends, holidays and rotating shifts based on operational needs.
General Description
The purpose of this position is to perform difficult technical work coordinating emergency communications operations on an assigned shift, receiving, classifying, processing and dispatching all emergency and nonemergency calls for service utilizing E-911, and related work as assigned. Work is performed under the moderate supervision of the Emergency Communications Manager. Continuous supervision is exercised over Communications Officers.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Plans, organizes, assigns, and evaluates the work and performance of Emergency Communications personnel.
- Foster positive employee development, provide mentorship, and employee recognition.
- Ensures staff compliance with division and county policies, procedures, and all applicable laws and regulations.
- Serves as liaison between Emergency Communications personnel and management regarding policy changes, implementation, and general operational updates.
- Investigates internal complaints and makes recommendations for disciplinary actions.
- Performing various administrative supervisory duties including maintaining payroll accuracy, rollcall, etc.
- Generating, completing, and writing various reports, forms, and other documents; documenting noteworthy events; presenting information as necessary.
- Receives law enforcement, fire, rescue, animal control and related service requests and calls.
- Operates radios, emergency telephone alarm systems, recording devices and computer terminals; dispatches emergency and non-emergency equipment and personnel; receives and transmits messages by radio and maintains radio log.
- Receives and forwards informational requests, complaints and other calls for County departments and other agencies.
- Provides instructions to callers within guidelines of emergency medical dispatch protocol.
- Operates teletype terminals on NCIC/VCIN networks; monitors VCIN computer; provides information to deputies; inputs and retrieves a variety of data.
- Performs other related duties as assigned.
Minimum Qualifications
Education: Requires high school diploma or GED.
Experience: Three (3) years of related work experience. Experience in emergency communications setting and supervisory experience preferred. An equivalent combination of training and experience (as approved by the department/agency) may be used to meet the minimum qualifications of the classification.
Special Certifications and Licenses
Possession of CPR, APCO Fire Service Communications, VCIN/NCIC Operator certification, Basic Dispatch, National Incident Management System on Introduction (NIMS), Introduction to Incident Command System ICS-100, ICS 700, ICS 200, HIPPA, Hazardous Materials Awareness and Association of Public-Safety Communication Officials (APCO) EMD preferred or ability to obtain within one year of employment.
Physical Demands
Sedentary Work – Involves lifting no more than 10 pounds at a time, and occasionally carrying objects weighing up to 5 pounds.
