Under general supervision of the Human Resources Manager, the Human Resources Recruitment Technician provides technical and administrative support to the recruitment and onboarding functions for Winslow Indian Health Care Center (WIHCC) and Dilkon Medical Center (DMC). This position supports the recruitment process by assisting with applicant tracking, interview coordination, documentation preparation, onboarding logistics, and compliance monitoring in accordance with the Navajo Preference in Employment Act (NPEA), WIHCC Personnel Policies, and other applicable employment laws and regulatory requirements. The HR Recruiter Technician ensures accurate documentation, timely communication, and efficient workflow management within the Human Resources Department. This position upholds the principles of WIHCC’s Vision, Mission, and Value Statements and maintains the highest standards of confidentiality in handling all sensitive and privileged information at all times.

Essential Duties & Responsibilities:
- Maintains regular attendance and punctuality.

- Assists in posting and maintaining open positions in Paycom Applicant Tracking System (ATS).
- Creates and maintains recruitment folders (electronic and physical as applicable).
- Monitors incoming applications and ensures required documentation is complete.
- Performs preliminary application review for completeness.
- Updates applicant status in ATS under direction of Recruitment Specialist.
- Assists in generating applicant flow logs and recruitment reports.
- Tracks open requisitions and supports follow-up communication with hiring managers.
- Coordinates and schedules interviews with applicants and hiring managers.
- Assists in preparing interview packets and scoring sheets.
- Provides interview logistics and confirmation emails to candidates.
- Ensures interview documentation is collected and filed appropriately.
- Assists with preparation of non-selection correspondence.
- Coordinates pre-employment requirements including: Background checks, Drug screening, Immunization tracking, Employment verification documentation
- Assists in preparing onboarding packets.
- Tracks completion of onboarding documentation prior to orientation.
- Coordinates with Payroll, IT, and department supervisors for new hire processing.
- Supports new hire orientation logistics.
- Ensures recruitment documentation complies with: Navajo Preference in Employment Act (NPEA), Federal and state employment regulations, WIHCC Personnel Policies
- Assists with maintaining I-9 documentation records.
- Maintains organized recruitment and onboarding files for audit readiness.
- Supports preparation of reports for HR leadership.
- Assists with coordination of job fairs and recruitment events.
- Prepares recruitment materials and brochures.
- Assists Recruitment Specialist and HR Manager with administrative follow-up tasks.
- Supports Human Resources team with the assignment of special projects.
- Promotes positive working relationships by interacting professionally and collaboratively with employees, leadership, patients and external partners.

Minimum Qualifications:
High School Diploma or GED required. Associate’s degree in Business Administration, Human Resources, or a related field is preferred. Minimum of two (2) years of administrative, clerical, or human resources support experience required; experience supporting recruitment, onboarding, or HR operations is preferred. Basic knowledge of recruitment processes and hiring workflows, including job postings, applicant tracking, interview scheduling, and onboarding coordination. Demonstrated ability to provide administrative support in a fast-paced environment, with strong attention to detail, accuracy, and organizational skills. Ability to manage multiple tasks, meet deadlines, and maintain confidentiality while handling sensitive applicant and employee information. Familiarity with applicable employment practices and regulations is preferred, including general knowledge of healthcare recruitment compliance and the Navajo Preference in Employment Act (NPEA). Experience working with Human Resources Information Systems (HRIS) or Applicant Tracking Systems (ATS) is preferred. Strong customer service and communication skills, with the ability to interact professionally with applicants, employees, and hiring managers. Bilingual skills in English and Navajo language preferred.
Must maintain a valid unrestricted and insurable driver’s license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act).

Physical Demands:

Work Environment:
Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules and rotation as operational needs dictate.
