Job Overview
Dickinson WCID is seeking an experienced Utility Construction Crew Leader to lead field crews responsible for the construction, maintenance, and repair of water distribution and wastewater collection systems.
This is a hands-on leadership role for someone who is just as comfortable operating heavy equipment and working alongside the crew as they are planning the day’s work and ensuring it is completed safely and efficiently.

Responsibilities
- Lead and direct daily activities of a 2–10 person utility construction crew.
- Plan, prioritize, and assign work to ensure projects are completed safely, efficiently, and on schedule.
- Perform and oversee installation, repair, and maintenance of water distribution and wastewater collection systems.
- Operate heavy equipment including backhoes, excavators, loaders, and dump trucks.
- Coordinate and submit 811 locate requests prior to excavation.
- Read and interpret utility maps, work orders, and project drawings.
- Ensure proper traffic control, trench safety, confined space procedures, and PPE compliance.
- Troubleshoot field issues and make real-time decisions to keep work moving.
- Respond to emergency water and wastewater repairs, including participation in an on-call rotation.
- Train and mentor crew members on safe work practices and proper procedures.
- Complete daily work orders, equipment inspections, and job documentation.
- Communicate project status, issues, and recommendations to supervisors.
Experience
- Minimum of five (5) years of experience in utility construction, public works, underground utilities, or related field operations.
- Proven experience leading field crews and coordinating daily work assignments.
- Hands-on experience with water distribution and wastewater collection systems.
- Strong heavy equipment operating skills, particularly backhoes and excavators.
- Knowledge of trench safety, confined space entry, traffic control, and OSHA safety requirements.
- Experience using tablets, electronic work order systems, and other field technology.
- Ability to read utility maps, locate tickets, and construction drawings.
- Excellent problem-solving, communication, and leadership skills.
Preferred Qualifications
- TCEQ Water Distribution and/or Wastewater Collection licenses.
- Valid Texas CDL.
- Municipal utility or public works experience.
- Experience with emergency response and on-call operations.
