Position Overview

Diamond’s Management Group, Inc. (DMG) is seeking a highly skilled and detail-oriented Construction Estimator/Project Manager to join our growing team. This role combines the technical expertise of cost estimating with the leadership responsibilities of project management. The Estimator/Project Manager will be responsible for preparing accurate estimates, overseeing construction activities, and ensuring projects are delivered safely, on time, and within budget.

Key Responsibilities

Estimating

• Review bid documents, drawings, and specifications to develop accurate cost estimates for civil, underground utility, airport, and infrastructure projects.

• Perform detailed quantity take-offs and pricing for materials, equipment, and labor.

• Solicit, review, and negotiate subcontractor and supplier quotes.

• Identify project risks, constraints, and value engineering opportunities.

• Prepare proposals, bid packages, and detailed cost breakdowns for submission.

Project Management

• Plan, coordinate, and manage all aspects of construction projects from award to closeout.

• Develop and maintain project schedules, budgets, and work plans.

• Coordinate with clients, engineers, inspectors, and subcontractors to ensure compliance with project requirements.

• Lead job site meetings, track progress, and proactively resolve issues that may impact safety, schedule, or cost.

• Oversee procurement of materials, equipment, and subcontractor services.

• Ensure compliance with all safety regulations, quality standards, and contract requirements.

• Prepare and maintain project documentation, including RFIs, submittals, change orders, and daily logs.

Qualifications

• Bachelor’s degree in Construction Management, Civil Engineering, or related field (preferred) OR equivalent industry experience.

• 5 years of combined experience in construction estimating and project management, with a strong background in civil/underground utility and infrastructure projects (VDOT, MWAA, municipal, or similar).

• Proficiency in estimating and scheduling software (e.g., Bluebeam, HeavyBid, Primavera P6, MS Project, Excel).

• Strong knowledge of construction means, methods, and sequencing, particularly in underground utilities, concrete, and asphalt.

• Excellent communication, negotiation, and organizational skills.

• Ability to lead crews, manage subcontractors, and maintain strong client relationships.

• OSHA 30, VDOT, or airport project experience a plus.
