Duties

Help

  • If selected at the GS-12 level, duties will be performed in a developmental capacity
  • Serves as the Depot Manager of a Defense Logistics Agency (DLA) Strategic Materials Depot, which warehouses the National Defense Stockpile (NDS) and is a Secondary Level Field Activity (SLFA).
  • Primary depot-level authority with decisive oversight of hazardous/radioactive material operations, ensuring compliance, safety, and mission readiness
  • Oversees Environmental Safety and Occupational Health (ESOH) Management System for depot staff and contractors
  • Leads as technical expert in NDS acquisition planning, identifying storage, equipment, and technology needs while developing innovative solutions for storing, shipping, and handling new materials.
  • Functions as the local authority representing NDS Strategic Materials, representing the depot with state regulators, emergency response, and facility stakeholders.
  • Manages program performance, costs, logistics, compliance, and strategic material inventories to support DoD missions

Qualifications

To qualify for a Supervisory General Supply Specialist, GS , your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-12:

  • Applying concepts and solutions to supply problems involving strategic and critical materials that cannot be resolved through standard supply methods.
  • Develop guidance for strategic material operations, safety protocols, and hazardous and radioactive material handling procedures.
  • Develop alternatives and options designed to meet requirements in a variety of physical and environmental circumstances

GS-13:

  • Investigate and analyze unusual supply problems and conditions for strategic and critical materials management.
  • Develop alternatives and options designed to meet requirements in a variety of physical and environmental circumstances involving hazardous and radioactive materials
  • Advising agency managers on new developments in supply techniques, and coordinating with installation commanders, state, federal offices, and regulatory bodies (NRC, state regulators) on innovative solutions for existing supply system challenges
  • Experience leading discussions to resolve open issues with collaborative customers and to adjust in strategic material support demand plans and stockage levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands:

Work requires periods of standing, walking, with the possibility of bending, stooping, reaching, and other such activities on a regular and recurrent basis while in storage locations.

Work Environment:

Employee is required, on a regular and recurrent basis, to visit warehouses, open storage sites, and other storage environments. During these visits employees are exposed to high noise and high or adverse weather conditions. Employee may be required to use protective equipment and follow special precautions when within some storage locations. Travel to other NDS sites is required.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
