Specialized experience is defined as: performing extensive data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial organization's business operations; compiling financial data from various sources and ensuring their accuracy as it pertains to financial legislation and operational policies and procedures; providing substantial financial management knowledge to leadership in order to assist with the organization's core mission.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience for this grade level.

- Performs directorate wide analysis and reviews directorate work methods and operations with a view toward improvements. Reads and interprets regulatory financial controls and insures compliance.
- Interviews staff of the organization to gather information for survey and review purposes. Independently conducts interviews, reviews records, and gathers data to achieve objectives. Employs alternative data gathering techniques, when necessary.
- Provides technical advice to staff members in determining courses of action on various administrative and financial matters and identification of desirable financial management data and analysis appropriate for any given situation.
- Independently conducts directorate wide financial reviews of broad scope and participates as a team member on highly complex reviews involving other organizations or sites.
- Independently evaluates management processes and presents ideas, facts, conclusions, and recommendations clearly, concisely, and logically. Summarizes results and addresses management issues surfaced in the review.

- This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. - This position requires you to obtain and maintain a Basic level Certification under the Security Cooperation Workforce (SCW) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within one (1) year of your entry on duty in the position unless you are already in a position that requires a Basic Level Certification in which case you must complete the certification within the original 1-year period. - The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
