POSITION OVERVIEW We are seeking an experienced Momentum Technical Subject Matter Expert to support a large-scale federal financial management business transformation program. This key personnel role will provide critical technical expertise in implementing and maintaining an enterprise-wide Momentum cloud-based ERP solution.
KEY RESPONSIBILITIES
Technical Implementation & Configuration
- Provide technical direction and guidance in the analysis, requirements development, and implementation of Momentum for federal financial and acquisition management systems
- Support configuration and customization of Momentum to meet agency-specific business requirements
- Make recommendations on system improvements in specialties pertaining to Momentum including information systems architecture, networking, automation, security, communications, and software life-cycle management
- Support testing activities including system integration testing, regression testing, and user acceptance testing for new functionality, interfaces, upgrades, and service releases
Requirements & Integration Support
- Provide technical, managerial, and administrative direction for functional domains related to IT systems and projects
- Support interface development and integration with enterprise systems
- Collaborate with System Integrator (SI) and data conversion vendors on testing to adjudicate, resolve, and close issues
- Ensure all requirements are properly documented and maintained in approved project management tools (JIRA, Agility, etc.)
System Support & Quality Assurance
- Support Development, Security, and Operations (DevSecOps) methodology
- Participate in Change Control Board (CCB) meetings and support program change control processes
- Assist with defect management and resolution throughout pre- and post-production activities
- Support continuous service improvement initiatives
REQUIRED QUALIFICATIONS
Education & Experience
- Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field
- Minimum 5 years of experience implementing financial and acquisition management systems for a Federal Agency
- Demonstrated experience with Momentum ERP software implementation and configuration
- Experience in large-scale federal program implementation, preferably with the Department of Veterans Affairs
Technical Expertise
- Deep knowledge of Momentum software architecture, modules, and functionality
- Experience with cloud-based ERP solutions and SaaS delivery models
- Proficiency in information systems architecture, networking, automation, and security as they pertain to Momentum
- Experience with enterprise service bus (ESB) integration
- Knowledge of business intelligence and reporting platforms
Federal Government Experience
- Understanding of federal financial management and acquisition processes
- Familiarity with federal Technical Reference Models (TRM) and compliance requirements
- Knowledge of federal security requirements including FISMA, NIST frameworks, and federal IT security policies
- Experience working in federal environments with emphasis on Cabinet Level Agencies
Project Management & Collaboration
- Strong analytical and problem-solving skills
- Excellent communication skills with ability to explain complex technical concepts to non-technical stakeholders
- Experience working in Agile/SAFe environments
- Ability to work effectively with multiple contractors and government personnel
- Experience with project management tools (JIRA, Agility, Microsoft Project, etc.)
PREFERRED QUALIFICATIONS
- Experience leading Momentum implementation at a Cabinet Level Agency
- Knowledge of Agile frameworks including SAFe and product-centric delivery methodologies
- Familiarity with financial systems compliance requirements (OMB Circular A-127, FFMIA, FMFIA)
- Experience with DevSecOps practices and continuous delivery
- Understanding of federal enterprise data integration and authoritative data sources
- Previous work on large-scale federal financial modernization efforts
SECURITY REQUIREMENTS
- Must be able to obtain and maintain appropriate federal background investigation level as required for position
- U.S. Citizenship required
- Ability to obtain PIV credential
- Must complete all required federal agency training and security certifications
WORK LOCATION & TRAVEL
- Hybrid work environment with requirement to work onsite at client facilities as needed
- Must be located within local travel distance of major metropolitan areas where the agency has operations
- Travel required to federal facilities throughout the performance period for implementations, testing, and training activities
- Remote work permitted with agency-approved secure access solutions
PERFORMANCE PERIOD Initial 12-month base period with potential for up to two 12-month option periods
Job Types: Full-time, Contract
Pay: $135,000.00 - $175,000.00 per year
