Position Overview
Development Impact Analytics LLC is seeking a Team Leader / Senior WASH Expert for a final evaluation of a large-scale U.S. government-funded WASH program in Rwanda, contingent upon contract award.
The Team Leader will provide overall technical leadership and management of the evaluation, ensuring methodological rigor, high-quality deliverables, and effective coordination with stakeholders, including government agencies, implementing partners, and donors.
Key Responsibilities
- Lead the overall design and implementation of the final evaluation, ensuring alignment with U.S. government evaluation standards and best practices
- Provide strategic and technical leadership on WASH systems analysis, including governance, service delivery, financing, and sustainability
- Oversee the development of the evaluation methodology, including sampling strategy, data collection tools, and analytical framework
- Ensure robust integration of qualitative and quantitative methods, including contribution analysis and triangulation of findings
- Lead engagement with key stakeholders, including national and district-level government institutions, private sector actors, and development partners
- Supervise and coordinate a multidisciplinary evaluation team, including evaluation specialists, data analysts, and field teams
- Provide quality assurance across all deliverables, including the inception report, draft and final evaluation reports, and knowledge products
- Lead the synthesis of findings into actionable recommendations, lessons learned, and policy-relevant insights
- Present findings to stakeholders and support dissemination of results
Required Qualifications and Experience
- Advanced degree (Master’s or PhD) in water resources management, environmental engineering, public policy, development studies, economics, or a related field
- Minimum 8–10 years of professional experience in the WASH sector, including program design, implementation, and/or evaluation
- Demonstrated experience leading or contributing to large-scale WASH evaluations, preferably in Sub-Saharan Africa or similar contexts
- Strong familiarity with U.S. Government-funded programs and evaluation approaches (e.g., performance evaluations, MEL frameworks)
- Proven experience in WASH systems strengthening, including governance, service delivery, private sector engagement, and sustainability
- Experience with mixed-methods evaluation approaches, including both qualitative and quantitative methodologies
- Strong track record of producing high-quality evaluation reports and analytical outputs (writing samples may be requested)
- Demonstrated ability to lead multidisciplinary teams and manage complex assignments under tight timelines
- Excellent stakeholder engagement and communication skills
Preferred Qualifications
- Prior experience working in Rwanda or East Africa
- Familiarity with WASH sector “building blocks” or systems-based approaches
- Experience working with consortium-based programs and multiple stakeholders
- Knowledge of local context, institutions, and policy environment in Rwanda
Languages
- Fluency in English required
- Knowledge of French and/or Kinyarwanda is an asset
