SUD Provider Liaison


Under the supervision of the SUD Grants Manager and the oversight of the Director of Substance Use Disorder Programs, the SUD Provider Liaison monitors and manages SUD contract lifecycles and purchase orders and invoice processing. 


PRINCIPAL DUTIES AND RESPONSIBILITIES:


  • Process all invoices for grant programs and special grants
  • Monitor the submission and revision of grants
  • Serve as the dedicated liaison for the SUD provider network for purchase order issuance and invoice processing needs
  • Collect and analyze data for mandatory state and federal reports
  • Monitor and track SUD provider network grant utilization and expenditures
  • Facilitate the internal DWIHN SUD reallocation committee meetings
  • Present regular updates regarding funding utilization and program outcomes
  • Help to ensure all expenditures are allowable, reasonable, and necessary 
  • Coordinate the rescission or reallocation of funds when necessary to prevent lapses in service or administrative gaps
  • Assist in procuring service providers and contracted vendors for special grants
  • Organize regular technical assistance webinars to address common administrative hurdles 
  • Act as the primary point of contact for providers struggling with data entry portals
  • Establish Standard Operating Procedures for grant monitoring to ensure all providers meet performance benchmarks
  • Assist with grant reporting in EGrAMS and other grant monitoring tools
  • Attends DWIHN training courses and any other training as required
  • Perform related duties as assigned

  • Knowledge of the clinical care process (screening, assessment, treatment planning, case management, and continuing care)
  • Knowledge of Medicaid, local, regional and national codes, laws and regulations.
  • Knowledge of Medical Necessity Criteria and Service Utilization Guidelines for Behavioral Health Services
  • Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM)
  • Knowledge of resources for each level of care of admission
  • Knowledge of regulatory and industry best practice standards
  • Knowledge of Community Mental Health Services Programs (CMHSP) and Prepaid Inpatient Health Plans (PIHP)
  • Proficiency in the entire grant lifecycle from pre-award research to post-award closeout
  • Ability to translate complex clinical concepts into persuasive and compliant grant application

REQUIRED EDUCATION:

A Bachelors Degree in Business Administration, Finance, Accounting, Psychology, Public Health, Public Administration, Healthcare Administration, Health Management, or a related field.
 

REQUIRED EXPERIENCE:

  • No experience required.

 

 

REQUIRED LICENSE(S).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

 

 

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval
