Position Summary

The Deputy Chief Financial Officer will oversee all financial activities of the school district, which will include developing a financial and operational strategy aligned with DPS/DPSCD strategic plan.

Minimum Qualifications

• Must possess a Bachelor`s Degree; master's degree in accounting, business administration or a related field.
• This position requires seven (7 ) years of experience, including three (3) or more years in a senior finance and/or operations function in K-12 (oversight of over $50M preferred).
• Experience implementing systems and processes to support the successful operation of an urban school district.
• Experience with PeopleSoft or similar ERP system.
  
  

Essential Functions

• Assists the CFO in providing strategic recommendations to enhance the district¿s financial health and performance based on detailed analysis and projections, cost identification and allocation, as well as revenue/expense analysis
• Assist in managing financial functions including cash management, audit, risk management, procurement and logistics, grants and budget development
• Supports the refinement of financial infrastructure and management, including long-term forecasting and budgeting procedures, cash flow management, grant and contract management, and compliance
• Supports the issuance and ongoing management of district debt, including general obligation bonds, capital financing, debt service scheduling, and coordination with bond counsel, financial advisors, and rating agencies.
• Helps ensure that DPS/DPSCD meets all financial and regulatory compliance mandates, including annual tax filing, audits, and grant reporting; serves as liaison with state officials as needed in coordination with the CFO.
• Develops and automate processes for procurement, grant tracking, general ledger, and financial reporting.
• Oversees financial compliance for federal education programs, including Titles I-IV, IDEA, child nutrition, and other federal grants, ensuring adherence to Uniform Guidance (2 CFR 200), time-and-effort requirements, and Single Audit standards.
• Develops a school-based budgeting system that allows principals control over their budgets and decisions making.
• Helps ensure that the necessary organizational structures, policies, and procedures are in place to reflect the transformed DPS/DPSCD that creates as much autonomy at the school level as possible while ensuring there is accountability at all levels.
• Identify, develop, and implement operational process improvements to ensure high organizational efficiency and effectiveness of the district¿s central office functions to better serve schools and students.
• Supports excellence in delivery of key services to district schools and students, including grant, budgeting, and financial technology.
• Assists the CFO in overseeing central office operational functions, including finance, procurement, risk management, and grant compliance.
• Provide the Chief Financial Officer a clear picture of financial health on an ongoing basis, highlighting progress, challenges, and critical financial decisions.
• Prepares financial reports, budget materials, and analyses for the CFO
• Communicates and build commitment to district systems and policies among key constituents.
• Provide hands-on management of Division of Finance team members, including providing regular feedback, coaching and direct support to ensure all team members are operating at a high level and coordinating effectively and cross-functionally.
• Ensure that all office staff provide responsive, courteous and helpful customer service to the schools, staff and other stakeholders they serve.
• Serves as acting Chief Financial Officer in the CFO's representing the Office of Finance to the Superintendent, School Board, and external stakeholders as needed.
• Perform other duties as assigned by the Chief Financial Officer.
