The purpose of this position is to be responsible for leading, developing, and coordinating emergency medical services (EMS) training initiatives across multiple fire departments within the region. This role serves as the primary instructor for regional training, develops city-specific content, facilitates ongoing professional development, and ensures high-quality EMS education that meets local, state, and national standards.

Specific Duties and Responsibilities

  • Serve as Lead Instructor in at least 80% of all regional training sessions, including city-specific, custom-developed courses;
  • Develop and deliver regional training modules based on current best practices and new information gathered from conferences and training sessions;
  • Schedule appropriate training facilities and ensure necessary resources are in place for effective session delivery;
  • Plan, schedule, and conduct monthly regional live EMS training sessions.
  • Coordinate with and bring in outside facilitators to lead select training sessions, workshops, or seminars;
  • Create, distribute, and maintain a 6-month regional training calendar, ensuring alignment with department goals and staff availability;
  • Develop and administer monthly in-station training programs for all Battalion Chiefs and Company Officers;
  • Maintain open communication and engagement with all four participating fire departments, responding to specific training needs and requests;
  • Attend quarterly meetings with Assistant Fire Chiefs to provide updates on training initiatives and report on personnel progress and development;
  • Conduct field ride-alongs with paramedics to assess skill application, provide coaching, and gather insight for future training needs;
  • Performs other assigned duties.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s Degree in the field of Fire Administration/EMS Administration or related field preferred;
  • Three (3) years of EMS experience, with at least two (2) years in a training or leadership role;
  • Or equivalent training, education, and/or experience; and
  • Valid Driver’s License.

LICENSES AND CERTIFICATIONS:

  • Cardiopulmonary Resuscitation (CPR) Certification;
  • Valid EMS Instructor License;
  • Valid current Paramedic Certification;
  • Valid Basic EMS Coordinator License;
  • Valid Class C license with good driving record and ability to maintain while employed.

SPECIAL REQUIREMENTS:

  • May require work outside of normal scheduled City Hall hours.

  • Knowledge of City policies and procedures;
  • Knowledge of principles and practices of supervision and budget administration;
  • Knowledge of the principles, practices, methods and equipment employed in modern emergency medical services;
  • Knowledge of hazardous materials as it pertains to the Fire Department;
  • Knowledge of the laws, rules, and regulations relating to the city and local fire service;
  • Knowledge of Microsoft Office Suite.
  • Skill in the operation and use of standard office software which includes databases and presentation programs, along with standard Microsoft products
  • Skill in communicating effectively both orally and in writing; and
  • Ability to effectively communicate, both verbally and in writing, with co-workers, the public, and elected and appointed officials
  • Ability to plan, assign, and coordinate the activities performed by a large group of employees in varied EMS activities;
  • Ability to initiate, plan, and carry out programs in department administration?and training;
  • Ability to establish and maintain working relationships with City administration, other employees, and the general public.

PHYSICAL DEMANDS:

This position involves mostly sedentary work, which requires exerting up to 10 pounds of force occasionally, however occasionally require heavy work which requires exerting up to 100 pounds of force occasionally. Tasks may require physical abilities such as: balancing, bending, grasping, handling, kneeling, stooping, pushing, pulling, repetitive motion, and walking/moving about to accomplish tasks.

Assists in recommending counselors for any city employee experiencing personal problems.

Education Pay

Employees can receive a monthly additional pay for Associates, Bachelors, Masters and PHD degrees.

Social Security

Employee participates at 7.65% contribution with matching city funds.

Texas Municipal Retirement System

Employees participate in a statewide retirement program at 7% contribution with a city match of 2:1.

Five years vesting, 20 years retirement at any age.

Vacation

Non-civil service employees accrue 6.67 hours per month (2 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Sick Leave

Non-civil service employees accrue 10 hours per month (3 weeks per year).

All police employees accrue 10 hours per month (3 weeks per year).

All Fire employees accrue 15 hours per month (7.5 - 24 hour shifts a year).

Holidays

Non-civil service employees receive 13 paid holidays per year including one personal or "floating" day.

Longevity Pay

Earned at a rate of $4 per month.

This is calculated on number of years of service up to and including 25 years (maximum $1200).

Worker's Compensation

Worker's compensation coverage is provided for all employees.

Fire/Police

Eligible for Education/Certification pay.

Deferred Compensation Plans- Mass Mutual/Empower

Payroll deduction for employee participation. City does not contribute.
