Job Description

The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. DYCD is seeking to hire a Director of Financial Management within the Bureau of Budget and Finance. This position will report to the Senior Director of Financial Management. The Director should be a results-oriented individual who is a highly motivated, a self-starter, and possesses excellent managerial, organizational, analytical, and critical thinking skills. The Director will perform duties that include, but are not limited to: 1. Supervising a team of two Deputy Directors and four staff members responsible for executing financial tasks for the portfolios they will oversee.
2. Developing and coordinating Deputy Director workflows by providing direction and conveying information to enhance the achievement of mutual/interdependent work objectives. This includes reviewing and approving work submitted by staff to ensure accuracy and timely completion, as well as creating templates and standard operating procedures for staff to reference.
3. Serving as a subject matter expert for the portfolios they will manage, liaising with senior leadership, the Office of Management and Budget, and other oversight agencies. Providing program operations staff with oversight and technical assistance related to funding and budgeting.
4. Developing, coordinating, and reviewing cost analyses and exercises for the portfolios under their purview (including new needs, budget cuts, and surplus/needs) for submission to oversight agencies.
5. Assisting in the development of agency forecast models to collect and analyze budgetary data, summarizing descriptive and projective results to support agency decision-making. Agency forecast models are essential to ensuring funding for service delivery to communities within NYC.
6. Developing, coordinating, and reviewing programmatic and administrative spending analysis to track and reconcile funding and obligations. Analyzing variances/discrepancies and reporting findings to upper-level management to ensure they are updated with the latest trends and issues within the field.
7. Reviewing and coordinating reporting, such as briefing sheets, for senior leadership to present at City Council hearings and other high-level meetings with oversight agencies. Additionally, providing and vetting responses to internal and external inquiries related to the programs.
8. Coordinating with Agency Operations Units and Deputy Directors to identify trends in the field and strategize methods and approaches that minimize risk to the agency while benefiting the communities within NYC.
9. Developing standard operating procedures and training references for Deputy Directors and line staff to use when completing assigned tasks.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills


- The candidate should have related budget/financial experience, including a working knowledge of New York City budget cycles and operating procedures. - Extensive proficiency in Excel is required (SUMIFS, MATCH, VLOOKUP, INDEX, PIVOT TABLES, Nested Formulas, etc.). - Experience reviewing and reconciling complex financial data from multiple sources is required to succeed in this position. - Experience with NYC’s Financial Management System and PASSPort is preferred. - Strong analytical skills will be considered a preferred asset. - Extensive staff management experience. - The candidate should have experience and understanding of NYC’s revenue processes.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
