The Virginia Department of Human Resource Management (DHRM) is seeking a dynamic Legislative and Policy Analyst within its Office of Human Resource Consulting Services. The Office of Human Resources Consulting Services (HRCS) develops, enhances, and maintains a comprehensive statewide suite of programs assigned to 4 distinct Service Areas: Talent Management and Policy; Compensation and Workforce Analytics; Workforce Development; and Shared Services. These service areas collaborate to support the Commonwealth’s goal of attracting, developing, retaining, and motivating a highly qualified workforce.
Agency Legislative Liaison: Partners with agency Legislative Lead to work on all legislative activities for the Department. Provides guidance to the Director, senior leadership, and internal subject matter experts on legislative and governmental policies and practices. Provides legislative expertise, consultation, and training for Director and senior leadership. Coordinates stakeholder outreach and engagement, including meeting coordination and planning. Collaborates with the administration’s policy team and External Affairs on cross‐cutting stakeholder and communication matters. Assists with the legislative review process, timely response to inquiries from legislators, legislative staff, executive branch officials, agencies, and employees and the public. This position serves as a liaison to the General Assembly members and staff. Works on proposing new legislation and amendments, monitoring and tracking legislation, working with GA members and staff. Assists with planning, developing, implementing, and evaluating legislative strategies to advance DHRM policy initiatives. Conducts policy work, including research, data analysis, writing, presenting, and integrating feedback into policy frameworks. Drafts legislation and policy documents as needed, including legislative reports.
Policy Consultant: Provide consultative services to state agencies in human resource management, policy interpretation and application, and employee relations matters. Facilitate or participate in statewide studies and initiatives. Develop and revise statewide HR policies. Develop and conduct training and/ or briefings related to state human resource policies or topics of interest. Provide workforce management strategies for agencies and leadership. Collaborate with the Office of Workforce Engagement on EEO concerns. Collaborate with the Office of Employment Dispute Resolution to respond to inquiries and provide policy interpretation. Respond to inquiries from employees, public, federal, other state and local governments, independent agencies, Governor's Office, Office of the State Inspector General, Auditor of Public Accounts, Office of the Attorney General or other partner agencies regarding HR policies and practices.
Minimum Qualifications
Extensive experience in government at the federal, state or local level. Extensive knowledge of government legislative processes. Considerable knowledge of federal and state employment laws, human resource management theories, practices, programs and policies. Demonstrated ability to analyze legislation and directives in formulating and applying policy. Skill in conducting complex analytical evaluations over matters that may involve multiple programs, people and policies. Ability to develop plans and manage implementation of projects and initiatives and to work effectively on multiple priorities while meeting established deadlines. Must be able to review, interpret and analyze information from a variety of sources and incorporate multiple perspectives in developing and reviewing proposals. Demonstrated ability to effectively communicate complex policies and to modify information for various audiences. Demonstrated ability to work independently and collaboratively in a fast-paced environment with multiple ongoing initiatives. High school graduate or equivalent.
Additional Considerations
Coursework in Public Administration, Business Administration, Government Relations, or related field. Knowledge of federal, state or local government budget processes to include budget development, execution and monitoring. Professional certifications such as PHR/SPHR, SHRM-CP/SCP, or PSHRA-CP/SCP.
