Only Permanent Employees in the title of Administrative Staff Analyst and comparable civil service titles of Administrative Manager (N/M), Administrative Contract Specialist (N/M), Health Services Manager (N/M) and Administrative Procurement Analyst (N/M) and those reachable on the Administrative Staff Analyst Civil Service List.

Division/Program Summary:
The Division of Family and Child Health (FCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration.

Job Duties and Responsibilities:
  • Participate in a unit of staff engaged in contract related work and assist with day-to-day management of the unit
  • Provide expertise and guidance to operational, technical and professional staff on contracting and procurement methods, process and best practices of the Division, Agency and City
  • Review contract proposals and performance reports to ensure compliance with the agency's requirements and federal/state/city guidelines. Focus on outcome-based contracting helping programs and others think of outcomes and performance-based contacting as standard
  • Evaluate prospective contractors' budgetary proposals and financial reports.
  • Provide technical expertise and support to contractors and subordinates whenever required
  • Manage and coordinate contract and procurement activities from inception to registration; implement systems and procedures with contracts team to ensure minimal delays in the activities
  • Work closely with all staff in FCH, Bureau of Administration and seek ways to expand collaboration
  • Prepare all contracts for registration, renewal and amendment; assist in review & preparation of invoices for bill submission in accordance with relevant contracts terms
  • Establish and implement control mechanisms to facilitate program evaluation and monitoring of the contracts, as well as the contractors' performance

ADMINISTRATIVE STAFF ANALYST ( - 1002A


Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

New York City residency is generally required within 90 days of appointment.
