Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that spreads 125 miles north and west of the City.

The Department of Environmental Protection, Bureau of Water Supply seeks to hire a Part Time Administrative Project Manager to provide high level technical assistance to the Bureau of Water Supply. DEP is currently assessing revisions to an updated Filtration Avoidance Determination (FAD) with respect to the NYC unfiltered water supply along with updated associated programs concerning water quality assessment, surveillance, testing, treatment and comprehensive protective measures. DEP’s public health, programmatic and project responsibilities under the FAD and the DEC WWP are expansive. Meeting these FAD responsibilities requires extensive staffing and fiscal resources. DEP also seeks to address heightened challenges associated with matters such as climate change and new regulatory standards.

Reporting directly to the Deputy Commissioner of the Bureau of Water Supply, the duties and responsibilities of the position encompass the following:

o Providing technical assistance to the Department of Environmental Protection Technical advisor for FAD program modifications
o Technical advisor for innovative methods to retain the FAD in the face of new challenges
o Technical advisor on DEP plans and documents related to watershed management and the FAD

  • Identifying opportunities to secure aid from state, federal and local agencies and officials toward the successful implementation of current and modified FAD programs as well as other aspects of NYC’s water supply and wastewater treatment systems, and any related planning, public safety, community assistance and capital projects.
  • Facilitating grants, low-interest loans and other appropriate assistance from state, federal and other entities toward DEP’s implementation of the FAD and other programs administered by DEP, including cooperative programs that benefit the interests and vitality of NYC watershed communities and build community support for success of the FAD program.
  • Collaborating with internal and external partners on initiatives that result in savings or efficiencies to reduce rate-payer costs.
  • Assisting with knowledge and skills transfer toward building staff capacity, inter-personal connections and capability relating to the above.

Minimum Qualifications*

1. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.

- Professional experience representing on behalf of organization to stakeholders and Agency staff. - Previous experience in working and communicating effectively with people, serving as a liaison. - Working knowledge of Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint - Working knowledge of Publisher and Adobe with experience in fillable documents in Adobe reader - Organizational and time management skills - Professional demeanor and interpersonal skills also a must - Problem solving skills - Driver’s license valid in the State of New York maintained for duration of employment. - Ability to travel throughout the 2,000 square mile watershed, utilizing a New York City vehicle.
