This position is located within the Department of Employment Services (DOES), in the Office of Unemployment Compensation, Benefits Division, Department of Employment Services (DOES). This unit is responsible for planning, developing, and administering unemployment insurance claims in the unemployment insurance program pursuant to the provisions of the District of Columbia Unemployment Compensation Act and applicable federal laws.
Duties and Responsibilities
Reviews, examines, investigates, develops, adjudicates and authorizes payment of the full range of unemployment claims. Verifies the work performed by other adjudication specialist and claims examiners, assesses errors and deficiencies in the adjudication process and identifies
recommended solutions. Reviews claim files to ensure that the determination is factually and legally accurate, adequate and acceptable in compliance with the applicable laws, regulations, policies, procedures, precedents and other pertinent criteria. Conducts on-site inspections with employers to verify unemployment claims against the District of Columbia and other jurisdictions; makes determination concerning the claimant's eligibility and entitlement to the benefits for which he/she filed a claim and impose any disqualifications. Detects errors in wage records and makes corrections on the spot. Conducts on-site work searches to verify facts and to secure information surrounding separation issues needed to adjudicate claim of an unusually novel and highly complex nature. Determines whether all statutory requirements, (i.e. attachment to the labor market, able and available for work, attending school, receiving pension, retirement and/or annuity, etc.) relating to eligibility and entitlement for benefits are met. Writes justifications to support conclusions and decision reached in the review process.
Prepares written statistical and narrative reports to reflect the issues identified for the claims under review. Prepares written close-out reports. Recommends corrective action to be taken to correct program errors and revisions required in the policies, and program guidelines and procedures. Provides information concerning the Unemployment Insurance Quality Control Program. Conducts in-person interviews with the claimants to verify, provide advisement, and collect information which may have an impact on his/her eligibility.
Conducts background investigations, makes phone calls and sends letters to employers and claimants concerning the unemployment insurance claims. Enters all closed-out cases into the computer data system. Provides management with the evaluative material they need for effective direction of programs for agency operations. Shows where established programs do or will accomplish their objectives as effectively as possible. Devises appropriate methods for securing the required information and develops data from onsite investigations and discussions with officials, policies, plans and reports. Performs other duties as assigned.
Qualifications and Education
Applicants must possess one (1) year of specialized experience equivalent to the CS-11 grade level, or its non-District equivalent obtained in either the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of specialized experience for this position include assisting with the review, examination, investigation, development, and adjudication of unemployment claims; examining claims for factual sufficiency and legal correctness.
A bachelor’s degree from an accredited four-year university and working knowledge of the Unemployment Compensation Act and other related laws, rules, regulations, and guidelines. Ability to communicate effectively orally and in writing. Knowledge of established policies and procedures. Knowledge of interview techniques and ability to follow leads. Knowledge of the District of Columbia's UI system. Knowledge of labor market conditions. The ability to recognize fraudulent or irregular information and the ability to use good judgment are all highly desirable.
