The Department of Citywide Administrative Services’ (DCAS), Human Capital (HC) Line of Service seeks to appoint a Principal Administrative Associate (Level 3) to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with all their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.
The NYCAPS Central Health Benefits unit is responsible for assisting human resources professionals and employees to access and manage health benefits information and handle escalations and inquiries about employees’ health benefits and Employee Self-Service (ESS). ESS is an online tool that provides NYC employees with easy access to human resources, payroll, tax, NYC Careers information, benefits information, etc.
NYCAPS Central is seeking a detail-oriented and customer-focused Health Benefits Specialist to support HR representatives and employees across City agencies. This role is ideal for someone who enjoys problem-solving, working with complex benefits systems, and contributing to process improvements.
Key Responsibilities:
- Support HR Representatives: Assist agency HR professionals with questions and guidance related to health benefits processes.
- Process Transactions: Handle complex health benefits actions, including:
- New hire enrollments and dependent updates
- Retroactive deductions and refunds
- Manual event entries (e.g., events older than 90 days)
- Data Integrity & Auditing: Review and reconcile system-generated reports to ensure accuracy and resolve discrepancies.
- Interagency Collaboration: Work with other NYCAPS units to analyze benefit trends and identify cost-saving opportunities for the City.
- Quality Review: Verify that benefits transactions are complete and accurate by cross-checking data entry forms with system records.
- Service Request Management: Track and respond to employee and agency inquiries using the Case CRM system; log and manage cases efficiently.
- Carrier Coordination: Ensure that benefit elections from centralized agency employees are processed correctly and transmitted to health insurance carriers.
- Correspondence Review: Respond to various documentation and correspondence related to health benefits in a timely and professional manner.
- Special Projects: Take on additional assignments and projects as directed by management.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124
Minimum Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
- Strong verbal and written communication skills, with a focus on providing excellent customer service. - Proficiency in Microsoft Office. - Experience processing HR or health benefits transactions in a PeopleSoft environment (NYCAPS experience a plus). - Experience in preparing, reviewing, and auditing data reconciliation reports. - Prior Health Benefits Generalist experience. - Ability to handle complex activities simultaneously, meet deadlines, work collaboratively in potentially difficult situations, analyze problems and develop effective solutions in a fast-paced and team-oriented atmosphere. - Strong organizational, problem solving, and critical thinking skills - Willingness and ability to quickly learn the City’s Health Benefits policies and NYCAPS Central’s operations.
