This position involves responsibility for personnel, payroll, benefits and other record-keeping work and using software systems of average difficulty. Does related work as required.
Full performance Knowledge, Skills, Abilities and Personal Characteristics
Perform specialized clerical tasks of medium to high difficulty in the keeping of personnel records. Maintain personnel data/ records in connection with for the employees of the District. Responsible for various payroll, personnel, and benefit records for employees. Compiles data for financial and statistical reports and prepares financial reports, statements and records.
Qualifications
- Subject to Civil Service Requirements
- Education: Associates Degree or higher in Management, Personnel, Accounting or equivalent.
- Experience: Relating to maintaining financial records and accounts
- Excellent verbal and written skills
Responsibilities
- Personnel/HR
- Processes personnel type transactions (Change of address, deductions, etc.)
- Assists in processing new posting for staff positions
- Schedule meetings with new staff and process new employee paperwork and ensures all necessary paperwork is received and filed
- Maintains all pertinent employee personal financial records and files in employee official personnel file
- Prepares Federal and State mandated and District required reports at scheduled periods throughout the year
- May work with Erie County Personnel Office to interpret and applying personnel and civil service rules
- Update employee cards with information not maintained in Wincap
- Assists in preparing data for collective bargaining negotiations
- Maintain attendance records for teachers and administrators
- Prepared estimated personnel budget costs for all Federal/State projects as requested
- Completes processing and record keeping of Workers' Compensation, Unemployment, FMLA, Leave without Pay, and other HR forms
- Works with the Business Administrator to interpret all Individual and Collective Bargaining Contracts
Payroll
- Ensures accuracy of bi-weekly payroll for teachers and administrators
- Enters other extra pay and additional pay items for teachers and administrators
- Enters all teacher substitute bi-weekly payroll and verify/enter related attendance transactions
- Assist the Payroll Clerk as needed
- Provides back-up for the Payroll Clerk
- Process monthly TRS and ERS monthly reporting
- Monthly review of payroll budget codes to ensure the correct amounts are encumbered/expensed
- Responsible for submitting monthly payroll file for ACA and working with US Employee Benefits
- Maintain and update records for special payments
- Works with the Business Administrator to calculates and/or verifies all retirement benefits and payouts
- Assists in year-end roll over functions in Wincap
- Develops payroll calendar for new fiscal year
- Benefits
- Responsible for communicating open enrollment period and collect and process all changes
- Works closely with Health Insurance and Dental service providers
- Reconcile monthly benefit invoices (adds and deletes)
- Sets up all retirees who receive post health and dental insurance and works closely with accounts payable to insure the correct amount is being billed
- Work with benefit providers updating employee requests for changes
- Updates Wincap Benefits and ensures deductions for employee share is being processed correctly
- Processes year-end roll over functions in Wincap
- Other Responsibilities
- Schedules and meets with staff to assist in questions/changes to their deductions
- Assists staff with various employee questions relating to payroll and benefits
- Works closely with Treasurer to verify cash transfers needed
- Processes teacher and administrator's annual salary notice
- Research employees past earnings for TRS verification
- Prepares New Packet - for all types of employees
- Suggest enhancements to improve efficiency
- Perform related duties as required or assigned by Business Administrator
Salary : $55,000 - $60,000
