Specialized Experience: One year of specialized experience which includes: planning, designing and carrying out public affairs programs, campaigns, projects, and/or studies; advising on public affairs issues; representing the organization in various outreach activities related to public affairs; and performing a full range of first-level supervisory responsibilities, such as; assigning work to subordinates, evaluating work performance of subordinates, and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

- Increase awareness and understanding of DoDEA within internal and external audiences to enhance and support student learning and achievement.
- Program, initiate and direct a transparent, two-way internal and external communication program to meet a variety of information needs in agreement with the overall mission and policies of DoWEA and the DoW.
- Perform a full range of first-level supervisory responsibilities; plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
- Maintain a continual awareness of changes in Public Affairs needs and Strategic Communications needs and shifts emphasis as necessitated by unexpected public reaction to a particular program or event.
- Plan a world-wide information program, conducting appropriate research and participating in the formulation of plans and policies to assure direct consideration of public information and public relations implications of planned actions.
- Advise senior leaders and staff on all matters involving public issues and the development of communication policy.
Conditions of employment
