Specialized Experience: One year of specialized experience which includes: managing an annual budget and overseeing manpower support and/or hiring actions. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: Business Administration or Public Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

If you are a current permanent Department of War Education Activity employee, this position will be filled with employees eligible for temporary promotion or temporary reassignment. The position is temporary not to exceed one (1) year with provisions to extend in increments of up to one (1) year for a total of (5) years. This position may be converted to permanent without further competition for current Department of War Education Activity employees.
If you are any of the other eligibility, this position is TERM not to exceed 366 days or 13 months, with provisions to extend up to a maximum of eight years.

- Plan, manage, direct, and coordinate budget formulation, analysis, and execution.
- Coordinate with Headquarters to manage manpower support for the school.
- Manage facility, safety, and security programs to ensure compliance with regulatory guidance.
- Administer the student registration, student attendance, academic records maintenance, tuition status, and other related processes.
- Manage school property and equipment.
- Prepare reports using the information management system for school administration and personnel.
- Oversee and support civilian personnel actions.
- Perform first line supervisory responsibilities over the support staff.
Conditions of employment
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- Direct deposit of pay is required.
- One year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- This position requires a Tier 1 (T1) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
