Summary

This position is located in the Department of State (DOS), Office of the Under Secretary for Public Diplomacy and Public Affairs (R), Office of Policy, Planning and Resources (R/PPR). The incumbent conceptualizes and oversees the development of cloud-based information technology (IT) platforms that utilizes AI and develops data structures and systems that support improved audience research, strategic planning, and evaluation and performance measurement.

Duties

  • Oversees the development of cloud IT platforms that support public diplomacy audience research, strategic planning, evaluation, and performance measurement.
  • Develops authoritative reports and assessments and presents them to R/PPR and other departmental policy makers, along with strategies to build on successes and eliminate failures
  • Directs the work of contract staff and assists the deciding official on the full range of personnel actions.
  • Consults with all elements of R and stakeholders within and outside the Department involved with the various R products and services to discuss and resolve issues.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience with cloud technology, database management, and data collection from digital and analog sources.
  • Experience coordinating the work of software developers to use programming languages to script and automate tasks.
  • Experience with qualitative and quantitative methods for the assessment of complex programs.
  • Experience collaborating with senior officials, IT professionals, and staff throughout an organization and senior executives with other government agencies that comprise the Public Diplomacy community.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.

You will be evaluated for this job based on how well you meet the qualifications above.

The assessment is used to measure the degree in which your background matches the competencies (knowledge, skills, and abilities) required for this position. Your qualifications will be evaluated on the following competencies:

  • Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities.
  • Is thorough when performing work and conscientious about attending to detail.
  • Knowledge of the principles, methods, and tools used to design systems that perform human intelligence functions.
  • Makes sound, well-informed, and objective decisions.
  • Makes clear and convincing oral presentations.

Agency Career and Interagency Career Transition Assistance Program (CTAP and ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for selection priority.
