This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer-focused solutions that are responsive and agile, supporting a modern infrastructure, tools, architecture, and standards to effectively provide efficient services following service-level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste, as well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.

 

Under general direction of the Information Technology Manager (ITM) I, Chief, Disease Technology Management Section (DTMS), the Information Technology Specialist (ITS) II performs all aspects of business technology management for information technology (IT) projects of varying size and complexity following Project Management Institute (PMI), California Department of Technology (CDT) standards, CDPH standards, and industry best practices. The ITS II leverages project-management practices and tools for various System Development Lifecycle (SDLC) methods (such as waterfall and agile) through the entire maintenance and operation (M&O) life cycle. Some activities include developing and sharing tools, processes, techniques, and best practices when managing projects; managing IT contract acquisitions and resulting contracts; managing system maintenance and operation budgets; ensuring vendor management methods are established and followed; and training teams on various aspects of operations management and procedures.

 

The ITS II exercises a high degree of independence and proficiency in managing the resolution of the most challenging and difficult IT operation issues that are time sensitive and publicly or politically visible. In addition, the ITS II adheres to organizational governance processes; and manages resources, metrics, and tools to ensure IT service continuity.

 

The ITS II provides both verbal and written communication to promote clear communication, common understanding, and appropriate information sharing. Collects information and develops quality reports for project teams, executives, stakeholders, and state oversight agencies, and has extensive contact with colleagues at all levels within CDPH. In addition, the ITS II may have contact with control agencies, other departments, other states, and the Federal Government. The ITS II must exercise sound judgment, effectively manage high complexity projects, and produce timely, high-quality IT products in order to align with the Application Technology and Support Branch’s (ATSB) mission to deliver successful technology systems and services that advance the missions of CDPH public health programs.

 

The ITS II performs duties within the IT Project Management and Business Technology Management domains.

 

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with the development, implementation, and management of large IT systems to support business needs.
  • Managing project or system operations budgets and actual costs.
  • Project management experience, including planning, scheduling, facilitating meetings, managing stakeholder communications, and managing risks and issues.
  • Experience working with system integrators and ensuring their accountability to contract services and deliverables.
  • Ability to clearly articulate system requirements, issues, proposed resolutions, or process improvements.
  • Experience in developing process models and procedure documentation.
  • Experience performing a range of quality control and testing services, including managing testing processes, developing test scenarios, and executing test scripts.
  • Experience developing or reviewing contract documents (Statement of Work) for IT service contract procurements.
  • Experience drafting and/or reviewing work products and deliverables for IT managed service contracts.
  • Experience with IT governance, standards compliance, enterprise architecture alignment, and security policies.
  • Ability to research, problem solve, and trouble shoot the most challenging business and/or technical issues.
  • Experience with State contract management processes and procedures.
  • Strong verbal and written communication skills.
  • Critical thinking and analytical capability.
  • Ability to exercise a high degree of initiative and independence.
  • Depth and strengths in Microsoft Word, PowerPoint, and Excel.
