This position is located in the Community Recreation Division, D. C. Department of Parks and Recreation (DPR). The incumbent works under the general supervision of the Chief, Community Recreation Division. The incumbent is responsible for assisting, conducting, and directing a complete recreation program within the defined area to which they are assigned and for anticipating and resolving problems as they arise. Exercises independence in the performance of all assigned duties and responsibilities. Keeps supervisor aware of unusual problems and policy conflicts through individual or group discussions and the submission of reports. Continually reviews and/or directs staff performance to ensure overall departmental goals are achieved. Incumbent works in tandem with the Programs Division on daily operations, programs, events, collaborations, special initiatives, outreach, and partnerships.

Duties and Responsibilities

The incumbent provides advisory services to other specialists. Is recognized by other specialists as especially authoritative and is sought after for recommendations with respect to questions, regulations, and practices. Handles novel and controversial issues, which set important precedents. Is often called upon to represent the Community Recreation Division during the absence of the Chief. In this capacity, supervises subordinate supervisors, makes visitations to operational units, attends administrative meetings, etc. Responsible for the selection and/or reassigning of personnel. Gives special assignments to the staff to ensure adequate staffing to assist in special programs or activities conducted at recreational sites, assuring adequate continuation of service delivery in the advent of absences due to annual or sick leave. Studies and resolves the personal and personnel problems that arise. Maintains close working relationships with public and private organizations and parents concerned with providing special activities, projects, and service access for preschoolers through senior citizens. Attends conferences with public and private agencies and organizations to develop and coordinate recreation plans, activities, and projects. Conducts regular division staff meetings to allow all staff members to make recommendations and discuss new ideas and suggested programming; ward responsibilities relating to special conferences; the continuous programs and hours of operations, technical, administrative, and fiscal policies, and procedures; inter-ward programs, and events and personal facilities; equipment and supplies. Gives reports as to the overall program and problems within the division.

Relates, for the benefit of all other staff members, with emphasis on the degree of success or need for adjustment, all new programs, events or ideas that have been tried or experimented with in the incumbent's specific ward oversight. Provide additional and enhanced programs through new partnerships. Apprises supervisor of all pertinent points addressing procedure and policy changes new programs, personnel and programming problems with the staff. Directs the overall programming within the ward. Follows up to assure all instructions and overall goals are accomplished by regular visitation to all units. Discusses with ward staff problems relating to equipment, citizen and staff complaints and suggestions. Reviews and evaluates all unit reports prepared by the staff concerning supplies and equipment, inventory reports, enterprise funds and financial reports and requests, accident reports, attendance reports, time reports, advertisements and notices, donation reports, etc. As necessary, makes corrections and/or requests further explanations or justifications. Prepares consolidated ward reports for submission to the supervisor. Collects budgetary information for the ward and submits along with recommendations for inclusion in annual congressional budget requests.

Qualifications and Education

Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level, or its non-District equivalent experience, gained in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Examples of specialized experience could include but not be limited to planning and implementing recreation programs and leading or supervising others.

Working Conditions/Environment

Recreation center activities involve everyday risks or discomforts, which require normal safety precautions. This work area is adequately lighted, heated, and ventilated.

Tour of Duty: Varies; may require working nights and weekends.

Duration of Appointment: Management Supervisory Service (MSS) - At Will. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan Series and Grade: MS-0188-13

Promotional Potential: No known promotion potential.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Protection Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulation, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:
