This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans (PLCY), Counterterrorism & Homeland Threats(CTHT).

Non-BU: This is a non-bargaining unit position.

Qualifications:


Specialized Experience:

To qualify for the GS-15, you must possess one year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as:

(A) Advising and supporting senior officials by coordinating transnational organized crime special projects, to include coordinating, assigning, or arranging memoranda and other materials, conducting research, presenting results to leadership, and managing high priority actions; AND

(B) Serving as a counter transnational organized crime (CTOC) or human trafficking action officer responsible for managing last-minute CTOC "pop-up" issues for a senior-level official, apprising them of all changes, troubleshooting CTOC emerging issues, updating policy and information materials with new information, arranging last minute engagements/briefings for the principal; AND

(C) Conducting national security and law enforcement policy coordination and development work, to include providing policy analysis and advice on CTOC to a senior-level official.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Responsibilities:

The primary purpose of this position is to serve as a Supervisory Policy Analyst directing Counter Transnational Organized Crime (CTOC) priorities.

As a Supervisory Policy Analyst, GS-0301-15, your typical work assignments may include:
  • Conducts a wide variety of research, analysis, synopsis, and evaluation of information pertaining to Departmental policy and issues.
  • Expresses the Assistant Secretary's concerns and requests status of ongoing issues and notifies the appropriate team of the issues/problems discussed and follows up to ensure that action is completed within the prescribed time frames.
  • Expedites action as necessary by providing advice and assistance to ensure timely completion of assigned tasks.
  • At the direction of the Assistant Secretary, assigns or arranges the preparation of briefing materials, talking points, executive summaries, and policy documents.
  • Communicates the Assistant Secretary's priorities and expectations to relevant PLCY teams.
  • Reviews the materials submitted for compliance with the Assistant Secretary's direction and is responsible for ensuring work is completed in a timely manner and that due dates are met.
