RESPONSIBILITIES: Duties for the Supervisory Program Manager GS-0340-15 include but not limited to:
The Assistant Director of Data Analytics is responsible for working with the Division of Data Analytics leadership team to provide strategic leadership, setting the division's goals, and developing a clear vision for using data analytics to enhance program integrity and support HHS OIG's mission. This includes identifying key areas where analytics can help prevent fraud, waste, and abuse, and establishing priorities to improve oversight through data-driven decision-making. The assistant director manages the design and execution of scalable and automated analytics methodologies, integrating tools like predictive modeling and machine learning to monitor healthcare programs for risks.

Leads and mentors a team of analysts and IT specialists to put data at the fingertips of OIG staff. Interfaces with OIG component executives and regional leadership to ensure quality and level of services needed are being met. Ensures continuous professional development of the team, fostering a culture of innovation, continuous improvement, experimentation, and collaboration

The Assistant Director supports the Division on a variety of program management tasks including, assigning tasks; managing budgets; reviewing contracting statements of work, contract deliverables, statutes, policies, presentation materials, market research, analytical proposals; engages with managers and staff from OIG components, States, and Federal partners. The incumbent measures performance, and other management duties to accomplish assignments. The incumbent develops innovative approaches to support the data analysis needs of the OIG, in compliance with federal, state and local laws as applicable. QUALIFICATIONS: Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
(1)
analyzing, grants and contracts data to identify trends, anomalies, or findings in support of oversight objectives; And
(2) using Structured Query Language (SQL) to query, manipulate, and optimize data within large-scale databases; And
(3) leading agile analytics or software development teams to generate data to support oversight activities such as audits, evaluations, and investigations; And
(4) utilizing open-source tools, including Python and Git, to develop, manage, and version control data solutions.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
