If so, we are searching for a Human Resources professional with a strong background in administering a human resources program and providing leadership and vision for human resources programs. The CPD Division Director provides planning, policy guidance, and administration of a comprehensive human resources program. EDUCATION: This job does not have an education qualification requirement. RESPONSIBILITIES:
  • Serves as the Division Director of the Compensation and Policy Division by overseeing scientific hiring authorities and other special programs at the NIH.
  • Analyzes and evaluates HR processes, identifies problems or deficiencies, and recommends workable solutions and improvement plans to meet established goals and objectives.
  • Reviews new and existing laws and regulations and OPM and HHS policies to determine necessary changes/modifications to NIH HR programs and guidance and makes appropriate recommendations.
  • Oversees auditing of HR programs, process re-engineering related to hiring authorities and incentives and ensures HR programs remain compliant.
  • Manages all aspects of the CPD structure and staff capabilities in a manner which provides optimum decision support systems, including training and appropriate use of human resources authorities.
QUALIFICATIONS: In order to qualify for a Supervisory Human Resources Specialist, GS-0201-15 position, you must have at least one year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) directing, developing, implementing, analyzing and evaluating programs, policies, and guidance; 2.) analyzing the efficacy of hiring and/or compensation programs; 3.) administering scientific and/or clinical compensation programs including ensuring compliance and oversight of compensation reviews, incentives, and cases; 4.) providing guidance, consultation, recommendations and decisions on program issues that cross human resources areas that could be major and precedent-setting and impact agency HR operations.
