RESPONSIBILITIES: WHAT YOU'LL BE DOING DAY TO DAY

As a Management and Program Analyst, you will:
  • Identify, analyze, and recommend solutions to problems found in work processes and procedures.
  • Conduct studies or parts of studies involving work processes and administrative procedures.
  • Gather and organize narrative and statistical information using established methods, techniques, and precedents, such as questionnaires, interviews, review of computer data, and comparison of past and present records.
  • Use qualitative and quantitative techniques to analyze, evaluate, and improve internal administrative operations.
  • Participate in project assignments, conduct research, reconcile conflicting data, develop evaluations, and recommend strategies.
  • Ensure managerial guidelines and administrative procedures reflect efficient and effective use of time and resources; support compliance with agency and organizational policies.
  • Provide developmental level support in management and program analysis; participate in meetings, assist with HR activities, updates SOPs, and coordinate information.
  • Identify risks, support internal controls, gather documentation, and implement governance practices.
  • Provide support to senior analysts, conduct analyses, prepare recommendations, support meetings, and document processes.
  • Provide management and program analysis support; applies established methods; participates in meetings and HR discussions.
  • Prepare routine/recurring reports; assist with studies; support coordination; maintain SOPs; communicate with stakeholders.
QUALIFICATIONS: WHAT WE ARE LOOKING FOR


GS-09 Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in the Federal service performing ALL of the following:
  • Analyzing workflow processes, records management practices, and administrative procedures to identify operational issues and procedural weaknesses.
  • Performing studies of work processes and records systems using workflow mapping, and trend analysis, to assess efficiency and compliance.
  • Gathering information through interviews, document reviews, and records analysis to identify operational issues and develop findings and recommendations.
  • Preparing reports and briefings by researching regulations, guidance, and policies, applying judgment to interpret guidelines and support management decisions.
OR
  • Have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
  • Have a combination of education and experience that meets 100% of the requirements.


GS-11 Minimum Qualifications : You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:
  • Applying qualitative and quantitative analytical techniques to support management studies, program reviews, and evaluations while identifying issues and recommending process improvements.
  • Collecting, organizing, and analyzing program data to prepare reports, charts, summaries, and briefing materials
  • Supporting records management, information governance, and internal control activities by maintaining file plans, organizing documentation, assisting with audits and compliance reviews, and following privacy, cybersecurity, and FOIA requirements.
  • Coordinating with internal and external stakeholders, and cross-functional teams to support meetings, maintain SOPs and program documentation, responding to routine inquiries, and assisting with HR and program management initiatives.
OR
  • Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
  • Have a combination of education and experience that meets 100% of the requirements.

GS-12 Minimum Qualifications : You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following:
  • Conducting complex analyses of HR, records management, and information governance programs to identify risks, evaluate operations, and develop recommendations for process improvements and compliance activities.
  • Providing consultative support to leadership and stakeholders by interpreting policies, coordinating cross-functional initiatives, and preparing reports, briefings, and analytical products for management decision-making.
  • Applying analytical and evaluative methods to support program assessments, strategic planning, internal controls, audit readiness, and risk mitigation activities involving privacy, cybersecurity, and FOIA requirements.
  • Managing multiple projects and stakeholder engagements by developing SOPs, tracking program performance, supporting change management initiatives, and communicating recommendations to improve organizational effectiveness and program outcomes.
