RESPONSIBILITIES: As an HR Specialist (Benefits Officer), you will:
  • Serve as the headquarters Benefits Officer by leading the administration of Federal retirement and employee benefits programs, monitoring retirement submissions, and coordinating with OPM to ensure timely and compliant benefits operations.
  • Perform complex retirement computations, prepare annuity estimates, determine retirement eligibility, and counsel employees on Federal retirement and benefits options in accordance with applicable laws and regulations.
  • Serve as the senior technical advisor by interpreting Federal retirement laws, resolving complex benefits issues, and providing authoritative guidance to employees, management, and HR staff.
  • Provide expert counseling on disability retirement by determining eligibility, interpreting regulatory requirements, calculating annuity impacts, and coordinating with stakeholders to ensure accurate case processing and continuity of benefits coverage.

QUALIFICATIONS: WHAT WE ARE LOOKING FOR

Minimum Qualifications : You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
  • Providing supervisory or lead-level oversight of Federal retirement and employee benefits programs (e.g., FERS, CSRS, TSP, FEHB, FEGLI), ensuring accurate, timely, and compliant administration of benefits operations.
  • Performing and reviewing complex retirement computations and counseling activities, including eligibility determinations, annuity estimates, and benefits options, while ensuring accuracy and adherence to Federal laws and regulations.
  • Serving as a senior technical advisor and subject matter expert to resolve complex and sensitive benefits and retirement issues, providing authoritative guidance to employees, management, and HR staff.
  • Providing expert counseling and oversight on disability retirement cases, including determining eligibility, interpreting regulatory requirements, calculating annuity impacts, and ensuring continuity of FEHB/FEGLI coverage while guiding staff and stakeholders through complex case processing.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
