Job Description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Sheriff’s Office serves and enforces court mandates, orders of protection, warrants, decrees, and property seizures. Additionally, the Sheriff’s Office conducts criminal investigations of real property fraud, tax crimes, and the trafficking of illegal and untaxed tobacco products and synthetic narcotics, and monitors defendants referred by the courts for electronic monitoring.

The Director of Income Execution will lead and manage the Income Execution unit within the Sheriff's Office, overseeing all related administrative functions and ensuring compliance with relevant regulations. This role requires a highly organized and detail-oriented professional with strong financial acumen, excellent communication skills, and the ability to handle complex financial transactions and inquiries.

Duties and responsibilities include the following:

  • Manage and supervise the Income Execution unit and Law Enforcement Bureau (LEB) administrative staff.
  • Review incoming Income Executions (IE) in accordance with CPLR (Civil Practice Law and Rules) 5230 and conduct periodic reviews of active and inactive IEs to ensure timely processing.
  • Respond to special inquiries and requests from attorneys regarding Income Executions.
  • Address unusual or complex situations related to Income Executions.
  • Process IE deposits and disbursements through CivilServe including stale dated, bounced, stop payments, and voided checks.
  • Set up and manage monthly Sheriff payments to the city's general fund.
  • Review and approve bank transactions.
  • Prepare and submit weekly and monthly Sheriff Revenue reports.
  • Process yearly escheatment of unclaimed funds to the NYS Office of Unclaimed Funds and propose more efficient handling methods subject to Sheriff's approval.
  • Assist other counties with resolving receipt and disbursement errors in CivilServe to ensure accuracy.
  • Assist with Law Enforcement Bureau (LEB) administrative tasks as directed.

Minimum Qualifications


1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


Preferred Skills


-Proficiency in CivilServe or similar law enforcement/financial case management systems. -Strong analytical ability to identify, resolve, and prevent errors in complex financial transactions. -Experience preparing revenue, reconciliation, and escheatment reports in compliance with city and state requirements. -Proficiency with Microsoft Office Suite (Excel, Word, Outlook) and familiarity with financial reporting tools. -Advanced financial management skills, including bank reconciliations, deposits, disbursements, and reporting. -High attention to detail with the ability to review financial processes for accuracy and efficiency. -Strong organizational and time management skills to prioritize competing deadlines and manage multiple ongoing cases.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
