Job Description and Duties

The Analyst II Functions as a full journey-level analyst responsible for independent analytical, consultative, evaluative, and program coordination assignments in support of RRDP operations and transition services. Under direction of the Regional Project Director, the Analyst II performs varied and complex analytical assignments which include assessment, documentation, and reports on individual status and outcomes in state operated/community-based living/day program environments through admission, transition and post placement follow up services; reveals any transition issues, as they occur, to the Regional Project Director. The Analyst II will participate in pre-admission, admission and post placement follow up services for individuals throughout the Southern California area. The Analyst II will complete the Welfare and Institutions 4418.7 assessment per Regional Center requests or Court orders and will participate in various activities with the Stabilization Training Assistance Reintegration Homes (STAR), Canyon Springs Community Facility (CSCF), Porterville Developmental Center (PDC), and the Crisis Assessment Stabilization Team (CAST) as assigned.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Office work is performed in an open-space partitioned office environment. Independent duties may involve activities involving lifting and or carrying items weighing up to approximately 30 pounds. Requires home visits, tours, and meet-and-greets in state-operated facilities and in community-based settings. Daytime and overnight statewide travel may be required and must be able to drive a motor vehicle for extended periods of time and long distances up to 500 miles per day. Incumbent will have ongoing interactions with individuals in a variety of environments and may have potential exposure to communicable diseases, bloodborne pathogens, medicinal preparations, and other conditions of a clinical environment. Additionally, incumbent must be on alert for potential escape attempts and may be expected to participate in behavior management/crisis intervention when necessary. This position will require working under stressful conditions, irregular working hours, and may require incumbents to work overtime as determined by management.


Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.

Department Information

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The Department is located in a modern, sustainable and innovative office building at 1215 “O” Street, Sacramento, California. Some amenities of the building include:

Special Requirements

  • Describe your training and work experience that have prepared you to perform the duties of this position.
  • Describe your experience in facilitating projects, including the scope and depth of your coordination abilities.
  • Describe your experience analyzing large quantities of records of information from a variety of sources (e.g., files, correspondence, computer databases) to ensure the accuracy of the information.
  • Describe what process you would take and what would need to be analyzed if asked to assess effectiveness of a treatment plan.
  • Describe your ability and experience in working with public/non-profit/private sector entities, and or service providers to establish and develop transitional supports for an individual. What would be necessary to make such service need determinations.

Knowledge of: Principles and practices of program analysis, public administration, and governmental functions, methods of data collection, analysis, monitoring, and evaluation, effective written and oral communication methods, applicable statutes, regulations, policies, and procedures governing developmental services, and transition planning. The incumbent should have knowledge of Microsoft Office applications (i.e.: Microsoft Word, Excel, and Outlook) and organizational and time management skills.

Ability to: Establish therapeutic and effective relationships with individuals with intellectual disabilities, communicate effectively, follow directions, analyze situations, and take effective action, and meet expected timelines, develop cooperative and harmonious relationships with departmental, regional center, developmental center, community professionals and others; work both independently and co-operatively, utilizing a pro-active, positive, solution-oriented approach to issues; participate collaboratively in a team dynamic with motivation, enthusiasm, and flexibility. Ability to analyze complex program and case-related issues and develop alternatives and recommendations, interpret and apply laws, regulations, and departmental policies, evaluate outcomes, and prepare written report, coordinate multi-agency activities and lead meetings or workgroups, present ideas and recommendations effectively to management and stakeholders establish and maintain cooperative working relationships with departmental staff, regional centers, community providers, and other public agencies.
